SOURCES SOUGHT NOTICE LAUNDRY SERVICES VA CENTRAL IOWA HEALTH CARE SYSTEM BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.  This notice does not commit the Federal Government to contract for any services at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Sioux Falls Services Team, is not at this time seeking offers, and will not accept unsolicited offers.  Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract.  Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or Small Business sources capable of providing Laundry Services for VA Central Iowa Health Care System, 3600 30th Street, Des Moines, IA 50310. NAICS Code is 812320 (Drycleaning and Laundry Services. Small business size standard is $6 Million. Product Service Code is S209 (Housekeeping Laundry/Dry Cleaning). LIMITATIONS ON SUBCONTRACTING: For any VA contracts awarded on any solicitation that is set aside for SDVOSB, VOSB, or Small Business (SB), offerors agree in performance of the contract in the case of a contract for Services, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded. An independent contractor shall be considered a subcontractor. Similarly Situated means that entity subcontracted to is same type of entity as the Prime Contractor (i.e., SDVOSB subcontracts to SDVOSB, small business subcontracts to small business). SDVOSB or VOSB can subcontract up to 50 percent to a non-SDVOSB or VOSB business or unlimited percentage to a similarly situated SDVOSB or VOSB respectively. DESCRIPTION OF SERVICE: The work required consists of furnishing the physical laundry plant (at an off-site location), all labor, supervision, management, management support, supplies, ancillary equipment, vehicles and materials necessary for accomplishment of complete laundry/linen services. All workmanship shall be in accordance with practices established by the Association of Linen Management (ALM) at www.almnet.org, Dry Cleaning & Laundry Institute (DLI) at www.ifi.org (formally International Fabricare Institute), and accepted industry standards. It is intended that services shall include all processes necessary for the laundering of the articles even though every step involved is not specifically mentioned. All work shall be performed under sanitary conditions as specified by The Joint Commission (TJC). Physical separation, through the presence of a barrier wall and the use of pass- through equipment, is required to maintain positive air pressure in the clean section relative to a negative air pressure in the soiled section. In no case shall clean and soiled linen share the same physical space. Contractor Plant Manager (CPM) overseeing laundry services at Contractor facilities shall be certified by ALM. A DRAFT Performance Work Statement (PWS) is attached to fully show the scope of work needed from any potential SDVOSB or VOSB sources.
