THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. �THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME.� The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of supporting a single award combination Firm Fixed- Price (FFP)/ Indefinite Delivery/Indefinite Quantity services contract, N40085-21-R-2551 RENTAL AND REGENERATION OF WATER DEMINERALIZER PROCESSING UNITS FOR NAVAL STATION, NORFOLK, VIRGINIA�� All Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUB-Zone, Certified 8(a), Women-Owned Small Businesses (WOSB), and Small Businesses are encouraged to respond.� Upon review of industry responses to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government�s best interest.� Large business submittals will not be considered.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. �The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable. �All information submitted will be held in a confidential manner and will only be used for the purpose intended. Description of work: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to provide mobile water demineralizer processing rental units, for Naval Station Norfolk, Virginia. The Contractor shall supply six (6) Mobile Demineralized Water Processing Units to be operated by Government personnel.� The units may be truck or trailer mounted Water Processing Units.� The Water Processing Units shall provide continuous High Quality Demineralized Water that meets all specifications as stated in the Performance Work Statement (PWS). All supplied units shall be available for Government use 24 hours per day 365 days per year for the duration of the contract.� The anticipated award will be for the period of a twelve (12) month base period and four (4) twelve month option periods. The North American Industry Classification System (NAICS) Code for this project is 221310 Water Supply and Irrigation Systems, with a size standard of $30,000,000. If the resulting solicitation is set aside for small businesses firms, it will include FAR clause 52.219-14, Limitations on Subcontracting, which states, �The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.� This office anticipates award of a contract for these services in March 2021. It is requested that interested parties submit a brief capabilities package. This capabilities package shall address, at a minimum the following: Examples of projects worked within the last five years of similar scope as the work indicated. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government Agency point of contact. Company profile, to include number of employees, annual receipts, office location(s), DUNS number, and CAGE Code. Please indicate if you are an 8(a), HUB Zone, Service Disabled Veteran Owned, Woman Owned, or Veteran Owned and/or Small Business. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company�s ability to demonstrate existing, or developed, expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings. Interested parties should respond no later than 21 December 2020. �The responses shall ONLY be submitted electronically to Quin Conerly-Anderson via email at quin.conerly-anderso@navy.mil. �Responses received after the deadline or without the required information will not be considered.
