SOURCES SOUGHT NOTICE This announcement constitutes a Sources Sought Notice (SSN). This is not a request for quote (RFQ). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this SSN shall be voluntary. This SSN is for market research purposes only. The information submitted in response to the SSN will not be utilized to determine vendor standing in any future/potential RFQ, nor will it be utilized to determine if a vendor is qualified to submit an RFQ for any future/potential requirement. The SSN and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this SSN. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independent of any information submitted in response to this SSN. No vendor will be provided information on solicitations issued on a GPE based on this SSN. Potential sources shall provide shipping and delivery as well as required lead time from receipt of order to shipping. Their Capability Statement must be clear, concise, and complete. The Department of Veteran Affairs, Network Contracting Office (NCO) 1 requests information for VISN1. The VISN 1 Healthcare System has the need to purchase Audio Digest Database Subscription. The intent is to find qualified businesses relative to the North American Industry Classification Code (NAICS) 519130. You must be an authorized distributor of the products for the items of your submittal. You will be required to provide proof of designation or official letter from the manufacturer. STATEMENT OF WORK A. General Information 1.0 Introduction: The Department of Veterans Affairs (VA) Veterans Integrated Service Network 1 (VISN 1) requires a subscription to Audio Digest, a physician learning platform that presents audio lectures for CME/CE credit, for use across the VISN1 network (a site-wide license) and its CBOCs to include offsite/remote and mobile access. This clinical education tool delivers lectures that will provide information to directly support professional education and patient care. Additionally, with its mobile access ability it will provide clinical information lectures with greater flexibility for the physician s schedule, allowing access during down times and commutes. Performance Period: One-year award for the period of performance: 12/31/2020 to 12/30/2021. Objectives The desired goal is the VISN1-wide provision of an audio formatted clinical education product that allows the access to high quality informational clinical lectures for Continuing Medical Education and Continuing Education (CME/CE) credit, that can be integrated within our discovery search platform. Providing access VISN 1-wide to a clinical learning platform that provides clinical lectures in order to benefit clinical education and allow for earning Continuing Medical Education/Continuing Education credit throughout VISN1. Provide VISN 1 wide access to the content of this platform to all clinical staff. Have a VISN1-wide centralized purchase to capitalize on the economies of scale offered by the vendor. Negotiate one license/contract to decrease the current contracting and reviewing efforts that are required at the facility level, and thereby avoid costs and workload associated with multiple procurements. Scope of Work: The vendor will provide all sites in VISN1 with access to a single, online web-based product. Authentication will be through IP address validation on an enterprise basis and also username and password to access individual/personal user content. Users are to have immediate access from any web-enabled computer on a network within VISN1. It is required that all authorized remote users of VPN, Citrix or EZproxy can have access via any computer. Additionally, allow mobile access when available. Product/Information Scope: VISN1 subscription to the education delivery platform and library of specialty lecture and presentations that support physician learning. This database provides ACCME-accredited AMA PRA Category Continuous Medical Education (CME) points for MDs, NPs, PAs, RNs, CRNAs, Dieticians, and Certified Diabetes Educators as they review lectures. Product/Information Quality: Resources are accurate, authoritative, relevant and current. The sources are well-regarded in their medical and specialty fields. Delivered primary in audio content and when available, any images, tables and diagrams are included. Usability: Navigation within the clinical decision support tool is logical and easy, providing fast access to topics and subtopics. Topic linking or indexing retrieves electronic content of high relevance quickly. There are user friendly help and direction aids. Access, content, support: Product/service is 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, and also users can access via username and password for their personal area. It is required that all authorized remote users (with VPN, dial-up, wireless, EZ Proxy, Citrix, etc. access) have access to the product through any VA networked or remote, mobile computer. The product is compatible with most standard web browsers, which have cookies enabled. To ensure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 1 users region wide. System downtime is minimal and VA project manager is notified when such occurs. Single point of contact for customer service issues is assigned to VA VISN 1 project manager. Questions are responded to on the same business day. Usage statistics are available to the system administrator on an enterprise level. The product should be accessible via a variety of mobile devices. The contractor should offer training services. On an as-requested basis, the vendor will arrange training sessions (web-based or live) to train VISN1 library staff and/or healthcare providers on use of the product. Specialized training sessions may be requested for VISN1 library staff.
