Description
RFI / SPECIAL NOTICE THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A SPECIAL NOTICE REQUESTING INFORMATION FOR MARKET RESEARCH PURPOSES AND NOTIFYING VENDORS OF A VENDOR DAY. The VISN is seeking chemistry equipment that can perform all the following tests: Serum, urine, and body fluid chemistry; immunoassay; therapeutic drugs; drugs of abuse; and infectious disease (i.e. hepatitis and human immunodeficiency virus). The integrated chemistry platform may include an automatic/robotic system which may include: centrifuge(s), decapper, aliquoter, recapper/resealer, refrigerated storage and a data management middleware/system for quality assurance. You are invited to a Vendor Day to come and demonstrate your Chemistry equipment. Lab personnel from each VISN 6 facility will be there and it will give potential offerors an opportunity to show and educate VA staff on your analyzer. The date of the Vendor Day will be Tuesday January 14-16, 2020. Each vendor will be given four (4) full hours to present and/or demonstrate their equipment.  The allotted time slots of 8am 12:00pm and 1:00-5:00pm will be available on a first-come-first serve basis by responding to this notice with your interest.  A partial day may be added (on Friday January 17th) depending on the number of responses received to this notice. The Vendor Day will be held at: Salem VA Medical Center 1970 Roanoke Blvd, Salem, VA 24153. Separate rooms or parking spaces will be available for each vendor (see attached map gravel lot behind Lot I or at the loading dock behind the Canteen building 4), if possible on site. The vendors will be allowed to setup their equipment the day before, if possible. RELEASE OF CLAIMS, LIABILITY AND PREPARATION EXPENSES: Under no circumstances shall DVA be responsible for any response preparation expenses, transportation costs, or any other expenses, costs, or damages, of whatever nature incurred as a result of the Respondent's participation in this market research process. Respondent understands and agrees that it participates in the Vendor Day at its own risk and expense, and releases DVA from any claim for damages or other liability arising out of this SPECIAL NOTICE. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The North American Industry Classification System (NAICS) Code for this acquisition is 334516, with a Classification code of 6630. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in socio-economic set-aside feasible. The Veterans Administration is required by Public Law 104-9 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete enter a set-aside. If insufficient veteran-owned and small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid.
