- SOURCES SOUGHT TECHNICAL DESCRIPTION FLIR Camera System W911S6-20-Q-0021 INTRODUCTION The Department of the Army, Army Contracting Command, and Mission Installation Contracting Command (MICC) Dugway Proving Ground (DPG) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide FLIR IR Cameras & Lenses. The intention is to procure these supplies on a competitive basis. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE: To be at manufactures facilities. This is intended to be a Sole Source J&A for a specific manufacturer�s equipment. To the best of the government knowledge, these items are manufactured and serviced by FLIR Camera Systems Inc., and are only available and maintained by FLIR Camera Systems. The statutory authority for the sole source procurement is Pursuant to 13.501-(a)(2)(i) Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is conducted under the authority of United States Code (U.S.C.) 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE). � DISCLAIMER This sources sought is for informational purposes only. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) This Sources Sought Announcement or Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit company literature in response to this RFI. Any submission of such literature or other documentation will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length). No basis for claim against the Government shall arise as a result of a response to this Sources Sought announcement or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought announcement. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement. Interested parties shall enter ""FLIR IR Camera System"" in subject line of email. This documentation must address at a minimum the following items: 1.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 2.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 3.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The delivery date of the items is expected to be 60 days. The contract type is anticipated to be FFP. The NAICS code selected for this acquisition is 333314, Optical Instrument and Lens Manufacturing. The size standard for this NAICS code is 500 employees. The PSC selected is 6650 Optical Instruments. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. The Government will not pay for any effort expended into responding to this sources sought announcement. Responses must be submitted no later than 5:00 PM (local prevailing time at U.S. Army Dugway Proving Ground, Utah), October 21, 2020 via email (nicholas.j.wall2.civ@mail.mil). All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought. NOTE: In March 2018, the General Services Administration (GSA) implemented fraud prevention security measure in the System for Award Management (SAM) which required every notarized letter confirming the entity's Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration. Effective 29 April 18, the notarized letter process is now mandatory on all Current registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the GSA Federal Service Desk (FSD) will activate the entity's registration. The Office of the Secretary of Defense and GSA realizes the length of time needed to transmit, receive, process, and approve the notarized letters presents a significant impact on the ability of the contracting activity to make timely awards, but in order to mitigate the concern of fraud, these steps and the time need for processing, is unavoidable. Coordinated pre-planning and communication can help minimize this impact.
