STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Government Employee Parking located at 6701 Democracy Blvd, Bethesda, MD 20892 �(i)������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)������� The solicitation number is 75N95021Q00026 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; FAR Subpart 13.5�Simplified Procedures for Certain Commercial Items; and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to Parking Management, Inc. (PMI), 1725 DeSales Street, N.W., Ste 200, Washington, D.C. 20036-4416, for the lease of parking spaces for NCATS located at PMI Parking Garage, 6701 Democracy Blvd, Bethesda, MD 20892. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). (iii)������ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-02, with effective date 11-23-2020. (iv)������ The associated NAICS code 812930 Parking Lots and Garages and the small business size standard $41.5M. This requirement has no set-aside restriction. (v)������� This requirement is for Government Employee Parking located at 6701 Democracy Blvd, Bethesda, MD 20892. (vi)������ Purpose: To procure an annual contract for the required number of parking spaces for official Government use of a specified number of spaces for official Government employees. The purpose of this acquisition is to procure eighty-five (85) unreserved and four (4) reserved parking spaces at an on-site parking structure adjacent to the National Center of Advancing Translational Sciences (NCATS) headquarters located at 6701 Democracy Blvd, Bethesda, MD 20892. Background: The NCATS currently has employees working at 6701 Democracy Blvd, Bethesda MD 20892. The NCATS staff stationed at 6701 Democracy Blvd., have been using the parking garage since NCATS was established as a federal agency in 2012. Parking Management Inc (PMI) owns and leases the only two parking garages located at 6701 & 6707 Democracy Blvd, Bethesda, MD 20892. General Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below: Specific Requirements: The Contractor shall provide licenses and parking fobs for government use in Parking Garage (A) which is immediately adjacent to 6701 Democracy Blvd. Bethesda, MD 20892 for a total of 89 parking spaces: 85 regular parking spaces that includes: 5 spaces (1/01/2021-12/31/2021) 80 spaces (4/01/2021-12/31/2021) 4 reserved parking spaces for the 1) NCATS Director, 2) NCATS Deputy Director, 3) NCATS Associate Director for Administration, and 4) NCATS DCI Director (1/01/2021-12/31/2021) Government Responsibilities: NCATS�s Extramural Services Section, Administrative Services Branch will provide oversight for the deliverable requirements specified in this Statement of Work (attached). (vii)����� The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated period of performance is 1/01/2021 through 12/31/2021 (12-months). (xv)����� Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
