- The purpose of this announcement is to provide an additional answer to a question.� The answer is in the text below.� There is no additional attachment posted here. QUESTION: Can a small business now form a CTA with a large business and fulfill the definition of Offeror? ANSWER:� Please refer to the appropriate AMS guidance and other information from the Small Business Administration.� For any small business set-aside, the prime contractor must perform 51% of the effort. Regulations regarding Joint Ventures may be different, and you may specifically wish to consult 13 CFR � 121.103(h) (3) ""Exception to affiliation for certain joint ventures"" (text below). 13 CFR � 121.103(h) (3)�Exception to affiliation for certain joint ventures. (i)�A joint venture of two or more business concerns may submit an offer as a small business for a Federal procurement, subcontract or sale so long as each concern is small under the size standard corresponding to the NAICS code assigned to the�contract.
