THIS IS A PRESOLICITATION NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS PRESOLICITATION NOTICE IS TO IDENTIFY POTENTIAL OFFERORS. THE NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC), MID-ATLANTIC, NWS EARLE � COLTS NECK NJ, INTENDS TO ISSUE A FIRM FIXED PRICE CONSTRUCTION CONTRACT TO REPLACE THE TORN X14 POOL LINER,, REPAIR THE DAMAGED ADHERED SYNTHETIC PELLET SURFACES ON THE POOL DECK (AQUASEAL RESURFACING-POLYSOFT BY AQUASEAL (EVA PLASTIC), PROVIDE A NEW DUAL POOL MAIN DRAIN WITH A SECTION LIMITING DRAIN SYSTEM TO BRING THE X14 POOL INTO CONFORMANCE WITH A CURRENT CODE REQUIREMENTS, REPAIR A LEAK IN POOL MAIN DRAIN PIPING LEADING TO THE FILTRATION SYSTEM IN THE POOL�S EQUIPMENT ROOM.� The work includes, but is not limited to all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide minor construction, repair, and alteration as stated above The magnitude of this contract is between $25,000 and $100,000.� The contract completion date (CCD) is time sensitive.� Pool must be ready for use by 30 May 2021.�� Responsible certified individual in accordance with federal, state, local, installation laws and requirements shall perform all work. �Aqua Seal Resurfacing must be performed by qualified installers.� This procurement will follow simplified acquisition procedures and construction contracting as proscribed by Federal Acquisition Regulation (FAR) Parts 13 and 36.� This requirement will be solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 238990 with a small business size standard of $13,000,000.00. The Government anticipates awarding one FFP Contract.� The solicitation can be viewed and and downloaded at https://beta.sam.gov/ when it becomes available. All interested bidders shall register at the Beta Sam. Registration and downloading is free of charge. The solicitation will not be provided in a paper format or CD ROM. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file, MS Word and/or Excel format. The free Acrobat Reader, required to view PDF files, can be downloaded from the Adobe website. Notification of any changes to the Solicitation (amendments) shall be made only on the Beta Sam website. It is the bidders responsibility to ensure that all amendments are downloaded and acknowledged with their bid. An award date has not been established at this time but will be published in the Solicitation is released.
