- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E519Q0003 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334519 � Other Measuring and Controlling Device Manufacturing, which has a size standard of 500 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a brand name requirement for four (4) research-grade Gill Windmaster 3D Sonic Anemometers Systems to measure wind speed in three vectors. The purpose of the 3D sonic anemometer is to conduct scientific-grade meteorological and flux measurement studies. This research will apply the sensors to quantify wind friction velocity to characterize field sites for dust emission potential. Specification: The sensors are required by CRREL to deploy at the Army Research Laboratory (ARL) Atmospheric Science Test Bed at the Jornada Experimental Range (JER). The ARL Test Bed architecture requires the Gill Windmaster 3D Sonic Anemometer brand sensors for system interoperability. The salient characteristics are as follows: 1.� Name Brand:��Gill Windmaster 3-axis 3D ultrasonic anemometers 2. Construction:�The instruments should be constructed from sturdy aluminum and carbon fiber material 3.�Wind speed measurements:�� � � �a. Wind speed measurements in three vectors (U, V, W) up to 40 m/s. � � �b. Resolution: 0.01 m/s � � �c. Threshold: 0.01 m/s � � �d. Accuracy: �1% �0.05m/s (0-30 m/s), �3% (40 m/s) 4. Wind direction measurements � � �a. 0-359 degrees � � �b. Elevation Range: �30 degrees � � �c. Resolution: 0.1 degree � � �d. Accuracy:� � 2 degrees (0-30 m/s), � 5 degrees (40 m/s) 5. Sonic Temperature � � �a. -50 to +50 ?C � � �b. Resolution:� 0.01 m/s � � �c. Accuracy:� �2?C (0-30 m/s) 6. Serial Output � � �a. User Programmable ASCII, RS-232 or RS-485 � � �b. baud rate from 1200 to 38400 � � �c. 4 to 32 Hz, must have 20Hz (user-selected) � � �d. Units: m/s, cm/s, mph, knots, km/h 7. Speed of Sound � � �a. 300 to 360 m/s � � �b. Resolution:� 0.01 m/s � � �c. Accuracy:� � 0.1% � 0.05 m/s (0-30 m/s) 8. Cable Length: 10m minimum for each instrument 9. Input/Output: 14-bit analogue inputs/outputs requested for each instrument 10. Data Logger Compatibility:�Compatible with Campbell Scientific CR6 datalogger with multiplexor. 11. Calibration:�3-axis standard calibration requested for each instrument 12. Operating Temperature:�-50 to +50 �C 13. Mounting bracket:�We request a mounting bracket kit for each instrument that is compatible with Campbell Scientific UT30 universal tower with 3.175 cm outer diameter. 14. System Delivery:�System must be delivered to CRREL on 16 February 2021 (or earlier) 15. User Manual:�User manual is provided, preferably as a pdf or word document 16. Equipment Warranty:�Equipment that fails to perform as expected may need to be returned to the vendor for check-out or trouble shooting; the government expects the vendor will address equipment malfunctions inherent to the system (i.e., not caused by CRREL use).� 17. Bid Longevity:�Bids received must remain valid for at least five (5) months 18: Total Requirement: CRREL requires the vendor to provide four (4) complete research-grade Gill Windmaster 3D sonic anemometers systems. The Gill Windmaster 3D Sonic Anemometer is the only existing model that offers the features and configuration necessary to meet all factors relevant to CRREL�s requirement. Specifically, for CRREL to conduct testing at the ARL site and interoperably leverage the existing sensors in the ARL network, the Gill Windmaster 3D Sonic Anemometer brand name is required to ensure equipment interoperability, data consistency, and compatibility with the existing ARL Test Bed System. Therefore, Gill Windmaster is the only brand producing an item that, if procured, would avoid the excessive cost associated with testing new products which would create substantial duplication of cost to the Government and cause unacceptable delays in fulfilling the agency requirements. Please reference the attached RFQ for applicable provisions and clauses.� The following factors shall be used to evaluate offers: ability to meet the required brand name requirements, technical specifications, and price. Award will be made to the offeror whose quote represents the lowest price technically acceptable offer. FOB Destination: Hanover, NH 03755-1290 delivered NLT 16 February 2021.
