- UPDATED ON DECEMBER 30, 2020 ARTEMIS Capability Upgrade Program Classification Original Set Aside: Product Service Code: 1680 - MISCELLANEOUS AIRCRAFT ACCESSORIES AND COMPONENTS NAICS Code: 336411 - Aircraft Manufacturing Place of Performance: USA Description 1. Introduction The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program Office PMA-226, Adversary Integrated Product Team (IPT) is issuing a revised special notice for the sole source contract for the F-5N+/F+ Avionics Reconfiguration and Tactical Enhancement/Modernization for Inventory Standardization (ARTEMIS) program.� The ARTEMIS program requires aircraft retrofit installations to be performed on sixteen (16) F-5E, six (6) F-5F Tiger II aircraft, inclusive of the forty-four (44) J85-21 engines for these aircraft, previously owned by the Government of the Swiss Confederation (SAF).� The repatriated aircraft and engines will require modifications and inspections to conform to a United States Navy (USN) F-5N+/F+ configuration as well as the completion of any resulting repairs.� Finally, the ARTEMIS program will provision kits and integrate the Block Upgrade System in up to forty (40) additional in-service F-5N/F Fleet aircraft.� �Offerors are advised to rely on the information contained in this announcement and the latest version of the Draft Statement of Work when responding to this sources sought/synopsis. � Please be advised the Government (NAWC-AD) intends to award a sole source Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Tactical Air Support, Inc. (Tactical Air) for a five (5) year ordering period from 06/15/2021 to 06/14/2026. �ARTEMIS program documentation specifies a schedule of aircraft deliveries starting in 4th QTR FY22. At this time, Tactical Air is the only known source for kit procurement and integration of the Block Upgrade System into the ARTEMIS F-5 aircraft and is capable of achieving required program milestones.� Tactical Air can meet all program technical requirements without an unacceptable delay in aircraft delivery to the Fleet.� ARTEMIS aircraft are currently in a non-flyable/preserved status which requires block upgrade system integration, modifications, and, aircraft and engine overhaul.� Grouping these efforts will eliminate duplication of efforts, specifically aircraft/engine build-up and tear down, procurement of obsolete weapons replacement assemblies and the requirement for multiple functional check flights.� As a result, the program will be more efficient resulting in shortened turnaround times and significant reduction in risk to the U.S. Government.� This sources sought/synopsis will be used to determine if sources are capable of satisfying the agency�s requirements without an unacceptable delay of aircraft delivery to the Fleet or if, according to Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 2. Special Notice: Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.� This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement. Information received will be considered for determining capability to meet the timeline of this requirement.� A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The Government will inform all companies who submit a statement of interest and capabilities package whether it was found to be capable or not capable to meet the requirements. 3. Statement of Interest and Capabilities Package: Interested parties may identify their interest and capabilities in response to this sources sought/synopsis. Submission requirements detailed below: � �� (1) The Draft Statement of Work (SOW) attached to this sources sought/synopsis is for respondents to use in the development of their capabilities statement package. If your company has any questions about the SOW, or areas that may need further definition, please identify those in the response. � �� (2) All data received in response to this synopsis, marked or designated as corporate or proprietary, will be protected from release outside the Government. Information and materials submitted in response to this request will not be returned. Classified material shall not be submitted. � �� (3) Interested Businesses should submit a brief capabilities statement package (no more than ten (10) one-sided, 8.5x11 inch pages, Times New Roman font of not less than 10 pitch) demonstrating their eligibility to perform each of the services listed in the attached SOW to the contracting office. Documentation should be in bullet format. All responses must be sufficient to permit agency analysis to determine capability to meet timeline of this requirement. � �� (4) This documentation must address at a minimum the following items: � � � �� a. Company Name, Address and Points of Contact including name, telephone number, fax number, and email address. � � � � � b. Company Business Size, CAGE code, DUNS Number, and mailing address. � � � � � c. Corporate Experience: Prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the requirements described herein. � � � � � d. Company Profile: Office location(s), annual revenue history, include number of employees, statement indicating business size and, if company is small, small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), or 8 (a) business.� This requirement is being procured under the Product Service Code (PSC) 1680. The applicable North American Industry Classification System (NAICS) code is 336411 with a business size standard of 1,500 employees. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. � �� (5) Capabilities:� This information will be used to determine if sources are capable of satisfying the agency�s requirements without an unacceptable delay in aircraft delivery to the Fleet.� The Government does not possess Government Purpose Rights in the Block Upgrade System and is unable to provide technical data for the Block Upgrade System to a third party.� Responses shall include a technical approach demonstrating the capability to meet the requirements of the SOW, a detailed schedule demonstrating the capability to achieve program milestones, and proof of an executed partnership or teaming agreement to resolve any Block Upgrade System data rights issues.� In addition, responses shall include proof of an executed partnership or teaming agreement with a company who has a GE certified J85-21 engine maintenance program.� Engine requirements specifically requires the Contractor to be GE certified to perform maintenance (e.g.� disassembly, inspection, assembly, test), modifications and repairs on J85-21 engines, 9-stage compressors, turbines and accessory gearboxes and requires materials having a criticality determination of Critical Safety Item (CSI) or Critical Application Item (CAI) to be produced or procured from vendors qualified under the USN Critical Item Management Process or possess OEM certification.� If the Contractor is in the process of obtaining GE certification for J85-21 engine, the Contractor shall provide both a technical approach and detailed schedule outlining key milestones for completion of GE certification.� Finally, the Contractor shall provide any related assumptions, issues, and risks associated. Executed partnership or teaming arrangements are excluded from the applicable page limits. Contractors shall submit a complete copy of any such arrangements. This notice is not a request for proposals; however, any firm believing they can fulfill the requirement may submit a capability statement.
