- Please send any responses by e-mail only. As this is a Sources Sought Notice for market research purposes, the Government will not accept any technical questions at this time. This is a Sources Sought Notice to determine small business sources capable of providing HVAC Andover System maintenance services per this notice under NAICS 238220 (Plumbing, Heating, and Air Conditioning Contractors). Small business size standard is $16.5 million. Product Service Code (PSC) is J041 (Maintenance, Repair, and Rebuilding of Equipment Refrigeration, Air Conditioning, and Air Circulating Equipment). BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Services Branch, Sioux Falls, SD, is not seeking offers at this time, and will not accept unsolicited offers. Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing HVAC Andover System maintenance services for the VA Nebraska - Western Iowa Health Care System. DESCRIPTION OF SERVICE: The VA Nebraska Western Iowa Health Care System (NWI) requires HVAC Andover System maintenance services at the Omaha, NE location. The services shall include all labor and material to maintain the Andover/Schneider Electric EcoStruxure System in working order. PLACE OF PERFORMANCE: VA Nebraska - Western Iowa Health Care System (NWI) 4101 Woolworth Avenue Omaha, NE 68105 POTENTIAL SCOPE OF WORK (the Scope of Work may change): The work shall include temperature control work requests and/or building management support services at the VAHCS located at 4101 Woolworth Ave., Omaha, Nebraska. Unlimited internet/support calls to/from jobsite are included for troubleshooting system problems. The contractor shall be an authorized service provider of the entire existing Andover/Schneider Electric EcoStruxure System throughout the period of performance. The contractor shall provide written proof of status as an authorized service provider from the corporate headquarters. Contractor shall service the existing Andover/Schneider Electric EcoStruxure building automation equipment at VAHCS to include the enterprise level software and computers, building controllers, primary equipment controllers and terminal unit equipment controllers. Contractor shall maintain the existing onsite building automation software (both controller and enterprise level) in accordance with the manufacturers most current revision level for the life of the contract. The contractor shall be authorized by the original equipment manufacturer for repairing, replacing, and programming the controls at the VAHCS throughout the period of performance. VAHCS will provide reasonable means of access to all equipment covered under this contract. The Contractor will be allowed to start and stop all primary equipment incidentals to the operation of the mechanical system(s) as arranged with the department's representative. The Contractor upon completion of service or inspection will return all mechanical systems to full operational status. The Contractor shall perform inspections and non-emergency services during normal business hours-Monday through Friday, 7:00 A.M. CT through 3:30 P.M. CT. The Contractor shall provide emergency service as requested on a ''preferred-customer response"" basis. Response time for emergency or requested service shall not exceed four (4) hours. Contractor shall maintain the equipment in working order. Equipment repairs outside of contracted services, emergency or otherwise, must be approved by the Contracting Officer prior to the services being performed. The Contractor shall provide trained personnel for the performance of the contracted duties. The assignment by the Contractor of a long-term service technician primarily responsible for service under this contract is strongly advised to maintain consistency and continuity at the facility level. Contractor staff will be required to obtain a VA PIV badge. Contractors shall sign in and out of the VAHCS facility when they are onsite. Sign in sheets are located in the engineering office Room B816. WORK PLAN - TEMPERATURE CONTROLS Building Automation System analysis shall be provided four visits a week, (52 weeks per year) for VAHCS. Each visit shall consist of 8 eight hours. Work requests will include but not be limited to the examination, cleaning, and recalibration of sensors/thermostats, humidity controls, temperature controls, pressure controls, relays, damper actuators, instrumental and accessories directly pertaining to the automatic temperature control system. Contractor shall check and verify performance of temperature controls equipment in accordance with manufacturer's specifications, original design criteria, and proper maintenance practice. Check and confirm control system sequence of operation to insure optimum system efficiency and economy. Lubricate as required air compressors, control valve packing glands, damper bearings and linkages as well as other accessories directly pertaining to the control system. Inspect automatic temperature control valves for proper stroke, close off, and packing conditions. Any necessary non-routine maintenance and/or deficiency repairs to the systems which are not covered under the PWS shall be communicated to the COR. The non-routine maintenance and repair services will be accomplished via a modification to the contract. The contractor shall provide VA with a quote for the services necessary. The pricing for the services shall be at the prevailing labor and materials rates. After review and a determination of fair and reasonable prices, a bilateral modification will be required prior to the services commencing. All service shall be coordinated with the COR in advance during normal working hours, Monday through Friday. Complete, itemized documentation of all testing, preventative maintenance, and service shall be kept at the facility and within the Contractor's offices. Contractor may be required to conduct a performance review of services provided on a bi-annual basis with the VAHCS. Topics may include but are not limited to, review of services provided, discussion of work performed since previous review, questions that may arise at the facility level, and any other methods of maximizing optimum service performance. POTENTIAL QUALIFICATIONS: The contractor shall be an authorized representative of the entire existing Andover/Schneider Electric EcoStruxure System throughout the period of performance. The contractor shall provide written proof of status as an authorized service provider from the corporate headquarters. The contractor shall be authorized by the original equipment manufacturer for repairing, replacing, and programming the controls at the VAHCS throughout the period of performance.
