- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 11 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following items listed below. The associated NAICS code for this medical equipment is 325413 The vendor, Helena Laboratories Corp is a small business, located at Lindbergh Drive, Beaumont, TX 77704. Description of equipment requirements: The Contractor shall provide one (1) Capillarys/Gel system and operating software that performs protein electrophoresis studies on serum, urine. Contract includes: one (1) automated agarose gel electrophoresis system and operating software, one (1) auto-sampler, Personal Computer, monitor, scanner, and high definition color printer, Uninterrupted Power Supply (UPS), and all parts materials, labor, supervision, test equipment, Material Safety Data Sheets (MSDS), reagents, capillaries, agarose gels, calibrators, control materials, supplies, consumables, technical manuals, service manuals provided in hard copy format and in electronic format , operator training, preventative maintenance, troubleshooting of the various units installation and integration, service, support and preventative maintenance, 24 hour telephone hot-line service 365 days a year, with a Cost-Per-Test (CPT) base year contract with two (2) additional option years. The equipment is currently under lease and full warranty from Helena. The reagents, supplies, consumables/disposables, calibrators, standards, and controls used are unique to the Helena analyzer currently leased by the VA. If another vendor s reagents and supplies are used with this analyzer, the results would be incorrect. The Reagents must be purchased directly through Helena Laboratories in order to provide the VA with full-service coverage for the equipment for the duration of current contract. The supplies and services being provided is from Helena Laboratories and is required for patient care. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal; this is a Notice of Intent to Sole Source requirement.
