- NOTICE OF INTENT TO SOLE SOURCE LIQUID HELIUM Announcement Type: Special Notice Announcement Number: Team A-NOI-01 NAICS: 325120- Industrial Gas Manufacturing Number of Employees: 1,000 PSC Code: 6810 - Chemicals Subject: Liquid Helium Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm fixed price with economic price adjustment contract on a sole source basis with LINDE GAS NORTH AMERICA LLC., DUNS 805568339 for the supply of Liquid Helium. The follow-on contract will be for the period of October 1, 2021 through September 30, 2024. Authority This acquisition is being conducted under the authority in accordance with FAR 13.501, the proposed contractual action is pursuant to the statutory authority of 41 U.S.C.1901(e). Background and Description LHe is used for cryogenic applications in over 35 programs across the National Institute of Standards and Technology (NIST) (including standards development and dissemination, initiatives, Innovations in Measurement Science (IMS) projects, and other agency projects). LHe and its reliable delivery is critical to NIST traceability, their ability to prevent the loss of valuable data and costly repair of highly sensitive equipment.� In addition to the operation risk, NIST provides traceability of all electric power, voltage, and resistant standards in the United States and these currently all depend on NIST receiving LHe.� LHe has several unique properties, including an extremely low boiling point and its non-reactivity, so it cannot easily be replaced by other gases. Without LHe NIST�s ability to provide calibration and traceability of systems essential to national security disappears.� LHe is critical for the Low Background Infrared Facility (LBIR Facility) and its support of the Missile Defense Agency. The LBIR Facility helps ensure that infrared systems deployed on kill vehicles designed to counter short-to-long-range ballistic missiles are performing to specification.� The LHe allows us to cool vacuum chambers and radiometers down to 10 to 20 degrees kelvin to mimic the near-zero infrared background conditions that the infrared sensors experience when viewing the re-entry vehicle of the ballistic missile at the top of its trajectory.� Infrared sensors are used for target identification and ranging.� NIST Gaithersburg purchases and consumes significant quantities of LHe each year (approximately 65,000 and up to 80,000 liters per year). This action is to supply LHe in 30, 60, 100, and 250-liter contractor-owned Dewar�s to the Gaithersburg, MD campus only. Sole Source Determination The sole source determination is based on the following: On March 13, 2020 the President declared a national emergency to help handle the growing outbreak of the coronavirus. Due to this national emergency until further notice, NIST has limited contractors� access to the NIST Gaithersburg campus except for those contractors that have already been through the approval process. Information for Interested Parties All interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to this Special Notice by February 4, 2021at 4:30 P.M., Eastern Time. All responses must be emailed to Teresa Harris at teresa.harris@nist.gov� with the email subject header: Team A-NOI-01 Liquid Helium. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. NIST will not reimburse responders for any cost(s) connected with providing the capability information.
