Description: Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA) owns and operates two Lockheed Orion WP-3D aircraft. The aircraft are based at NOAA's Aircraft Operations Center (AOC) Lakeland Linder Regional Airport in Lakeland, Florida and serve a variety of missions supporting scientific data collection. One of the WP-3D aircraft, N43RF, will be supporting Ocean Winds Winter, between 16FEB21 and 14MAR21 in Anchorage, AK. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NM-AN2200-21-00345 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. The North American Industry Classification Code (NAICS) for this acquisition is 531190, Lessors of Other Real Estate Property; the small business size standard is $30.0 Million. This Statement of Work (SOW) details the requirements for services to be provided by the airport authority while the aircraft operates out of Ted Stevens International Airport (PANC) during the period of performance described below. 3. Requirements The vendor shall provide the WP-3D with the following support services: 1. A hangar capable of housing the WP-3D in the case of inclement weather, with 24 hour access. Delivery/Period of Performance Ocean Winds will operate from 16 February � 14 March 2021. The requirements shall be provided during these dates. Security Passes for vehicle and personnel access to the flight line/aircraft apron shall be provided by the vendor. Any applicable training shall be coordinated for the day of arrival as to not interfere with mission requirements. Place of Performance Project Ocean Winds Winter will be conducted from the Anchorage, AK airport (PANC). All services must be provided at the following location: 6231 South Airpark Place Anchorage, AK 99502 7. Supplies, Services and Performance Standards The vendor shall provide and perform to standards as follows: Pre-Arrival: Arrange for a dedicated aircraft parking space on the ramp at PANC Airport. Arrange for vehicle access to offload and load equipment on the day of arrival and day of departure. During Operations: Provide Line Handlers to receive the aircraft upon arrival. Provide 24/7 security services. Provide 24 hour/7 day availability, including primary and secondary points of contact Provide medical assistance as needed, liaison with local hospital and other medical professionals as needed. Acts as single point of contact for all supplies and services to be received during the visit and take responsibility for all coordination, subcontracting, invoicing and payment. Arrange for Jet-A fuel services. Fuel cost to be paid directly to the government contract fuel vendor using the Federal Government Aircard. Arrange for aircraft towing if needed due to unscheduled maintenance. The quality of all services rendered shall conform to the highest standards in the relevant profession, trade, or field of endeavor. All services shall be rendered or supervised directly by individuals fully qualified and licensed in relevant profession, trade or field. Without additional expense to the government, the vendor shall be responsible for obtaining any necessary insurance, licenses and permits and for complying with any applicable laws, codes and regulations in connection with performance of the work. Further, the vendor is responsible for ensuring that proper safety, health and environmental precautions are taken to protect the work, the workers, the public and the property of others. Unit prices for all contract items described above shall be inclusive of all necessary equipment, licensed operators, holiday customs clearance, operating expenses and any applicable taxes. Please see attached Statement of Work for details. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Address the ability of meeting the requirements per the Specifications with a detail material specification or data sheet, pictures of the item, and authorized OEM letter to sale or distribute their products. 6. Insurance must be provided by the Hanger or Vendor providing a quote. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 1000 10:00 A.M. Eastern on January 7, 2021; any award resulting from this RFQ will be made based on the Technical specifications, availability and price. Technical Specification is more important than price as this product must meet the agencies needs in marking tools, parts and other material which may take on a unique shape.
