- STATEMENT OF WORK (SOW)FORSUPPORT SERVICESSCOPEUnder this delivery order, the contractor will independently provide support services to satisfy the overall operational objectives of the National Heart, Lung, and Blood Institute. The primary objective is to provide services and deliverables through performance of support services.ORGANIZATION National Heart, Lung, and Blood Institute (NHLBI) Division of Cardiovascular Sciences (DCVS)Program in Prevention & Population Sciences (PPPS) Epidemiology Branch 6701 Rockledge Drive, Rm. 10018 Bethesda, MD 20892 TASKS/SERVICES. The contractor shall:�Provide administrative and scientific consultation to Project Officers and Epidemiology Branch leadership in NHLBI DCVS for large epidemiological studies on scientific direction, study performance, and study oversight. �Provide expert input and guidance to the Multi-Ethnic Study of Atherosclerosis (MESA) Project Office staff, investigators, and leadership committees on study direction, participant retention strategies, exam conduct, ancillary studies, and data and safety monitoring issues. �Assist the NHLBI Project Office staff in the planning and development of the American Heart Association (AHA) Councils on Epidemiology and Lifestyle NHLBI trainee session. �Participate in the review of abstracts for the AHA Councils on Epidemiology and Lifestyle NHLBI trainee session for presentation as oral presentations and moderated posters.�Provide guidance to DCVS training program staff, including on issues involving K-, T-, F-, and diversity supplement awards. �Serve as a secondary reviewer on proposals received from the extramural community in response to recent and upcoming Requests for Proposals to renew NHLBI cohort studies � e.g., Women�s Health Initiative and the Atherosclerosis Risk in Communities Study. DELIVERABLES. Upon request, the contractor shall provide documentation evidence of any and or all their work product, including, but not limited to, the following tasks: �Work products and documents related to providing administative and scientific consultation for new and ongoing large epidemiological projects such as MESA, including providing consultation and support for study contractor performance, participant retention strategies, exam conduct, ancillary studies, and data and safety monitoring issues, as well as OSMB issues; and advising program staff and Epidemiology Branch leadership, based on detailed knowledge of the observational studies being conducted or considered by NHLBI. �Work products and documents related to NHLBI training programs includingparticipation in meetings and conference calls, direct consultation with staff, and development and review of reports and materials.�Work products and documents related to and in support of development and implementation of the AHA NHLBI Trainee Session. �Computer generated work including submitting a written weekly summary of activities and information to NHLBI. CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPER-TISE REQUIRED. The contractor must have:�Graduate Degree � Master�s degree in health science or public health�Minimum of fifteen (15) years of experience in a related field. �Expertise in research on cardiovascular health and disease using observational study de-signs. �Familiarity with scientific public communications and interactions with other government agencies.�Intimate knowledge of NIH regulations and policies, including NIH cooperative agree-ments, contracts, and grants policies.�Thorough knowledge of the observational studies being considered or conducted at NHLBI.�Strong communications skills, both oral and written. �Strong interpersonal skills and teamwork mindset. �Excellent organizational and time management skills.PLACE OF PERFORMANCE6701 Rockledge Drive, Rockledge II, Suite 10018, Bethesda, MD 20892. This work may be performed on-site or remotely at the discretion of the IC, NHLBI, depending upon the needs of the work assignments. OPERATIONAL HOURSWork will be performed up to1040 hours during normal business hours, Monday-Friday, ex-cluding Federal holidays.SAFETY ISSUESWork is performed in an office setting. There are no known safety issues. GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES PROVIDED Workspace, computer, telephone and other electronic equipment as necessary will be provided. SECURITY CLEARANCEWork under this delivery order is ___X _UNCLASSIFIED ______SECRET ______TOP SECRET The contractor shall comply with all applicable Homeland Security regulations and procedures during the performance of this delivery order. The contractor shall not disclose and must safe-guard procurement sensitive information, computer systems and data, privacy act data, and Gov-ernment personnel work products that are obtained or generated in the performance of this deliv-ery order. If necessary, the contractor will be required to provide clearances for personnel requir-ing access to Government computers and workstations.REIMBURSABLE EXPENSES (TRAVEL, CONFERENCE, TRAINING, EQUIPMENT OR MATERIALS, ETC.).Travel or other reimbursable expenses are _X_ _ required. __X___ Occupational Health Services__ _ not required _____ Non-US citizen/visa processing costs ___ _OtherThe contractor will be required to travel to other locations in support of the tasks described in this statement of work (if conferences or training is required, list here and include a justification). Prior to incurring any travel expenses, the contractor company must obtain written authorization from the Contracting Officer�s Representative (COR) for contractor personnel. Contractor ex-pense reports shall be prepared and processed in accordance with the Federal Travel Regulation(FTR). Materials and subcontracts will be reimbursed at actual costs, including allocable materi-al handling costs, as applicable, in accordance with FAR 52.232-7- PAYMENTS UNDER TIME-AND-MATERIALS AND LABOR-HOUR CONTRACTS. NON-PERSONAL SERVICE STATEMENTContractor employees performing services under this order will be controlled, directed and su-pervised at all times by management personnel of the contractor. The contractor�s management shall ensure that employees properly comply with the performance standards outlined in the Per-formance Evaluation Standard (PES). Contractor employees will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the in-spection and acceptance of the completed work.
