- The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on a unrestricted basis, a requirement to provide Operations, Plans, and Readiness (OP and R) Support Services in support of the Naval Bureau of Medicine and Surgery (BUMED) located at Falls Church, VA. It is anticipated that the resultant contract(s) will be a multiple award, indefinite-delivery, indefinite-quantity (IDIQ) type effort. Military medicine is going through a transformational time. Navy Medicine is transitioning from the healthcare benefit delivery within our military treatment facilities (MTFs) to a focus on the operational requirements of the warfighter and supporting operational medical capabilities. This is a new paradigm for Navy Medicine and a vital step for the integrated Naval and Marine Corps Forces. Newly established Navy Medicine Readiness and Training Commands (NMRTC) are a key component of this organizational design that will operationalize many new initiatives. Naval Medicine must ensure the warfighter is medically ready, ensure medical forces are manned, trained and equipped to meet the operational mission and strive to increase the survivability for those in harm�s way. Navy Medicine�s priorities are People, Platforms, Performance, and Power. The mission is to provide well trained medical experts, operating as high performance teams to project medical power in support of Naval superiority. The mission of BUMED Operation, Plans and Readiness (OP and R) is to promote safe and quality healthcare and operational readiness and support through coordination, integration, innovation of cutting edge healthcare service and medical research, and replication of successes across Navy Medicine. While aligned to Navy Medicine�s priorities, OP and R will meet the objectives outlined and shape the One Navy Medicine team as we move into the future. The contractor shall provide support services on behalf of the Operations, Plans, and Readiness (OP and R) Directorate of Bureau of Medicine and Surgery (BUMED) located at 7700 Arlington Blvd., Falls Church, VA. The contractor shall provide services to the OP and R Directorate in its mission to support the management of operations, plans, and readiness. Within BUMED�s OP and R Directorate there are currently 13 programs. These programs are listed below: � High Reliability Organization � Quality Safety and Leadership Academy � Womens Health � Clinical Communities � Trauma Strategy � Dental � Pharmacy � Operational Medicine � Navy Knowledge Skills and Abilities � Fleet Readiness Optimization and Transformation � Integrated Medical Management � Navy Comprehensive Pain Program � Research and Analytics � Administration and Business Operations support Some of these task areas include (but are not limited to): � Clinical, Business, and Operational Support � Business Process Improvement/ Realignment � Policy Support and Management � Program and Project Management � Program/ Project Analysis � Training and Education � Data Analytics � Correspondence Management � Communication Support � Coordination Support � Knowledge Management The current requirement is being satisfied under multiple award IDIQ contracts N0018918DZ056, N0018918DZ057, N0018918DZ058, N0018918DZ059, and N0018918DZ060. Subject contracts are cost plus-fixed fee (CPFF) type, with Travel and ODC allowances. This is a SYNOPSIS for non-commercial services prepared in accordance with the information in FAR part 15, as supplemented with the additional information included in this notice. This is an announcement only; a formal solicitation will be forthcoming. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This notice and the subsequent RFP SHALL be posted on both Beta SAM and NECO (https://www.neco.navy.mil/. The reference number is N0018921RZ011. The proposed contract action is for non-commercial services, in accordance with the statement of work. The NAICS code is 541611 and the Size Standard is $16.5 (millions of dollars). The solicitation shall contain the official period of performance for the base period of the contract, along with any potential option periods beginning on or around 1 September 2021. Upon its release the solicitation will be issued electronically via the Navy Electronic Commerce Online (NECO) website (http://www.neco.navy.mil/) and Beta Sam (https://beta.sam.gov/). Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. It is anticipated that the solicitation could be released on or after 21 January 2021. The closing date for the receipt of quotes will be set forth in the RFP. Offerors MUST be registered in the System for Award Management to be considered for award. See https://www.sam.gov for further information and instructions.
