- ***Update as of 4 January 2020*** ACC-Orlando and PEO STRI have attached the responses to the received industry questions. In addition to the answers, the Government has attached the updated PWS version 6.6. The Government intends to release the final solicitation�without additional interactions with industry. Solicitation release is anticipated within the next 30 days. *** Origional Posting *** DESCRIPTION:� U.S. Army Contracting Command - Orlando (ACC-O) has a requirement for the U. S. Army Program Executive Officer for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Cyber Test Training (PM CT2), Threat Systems Management Office (TSMO), to provide multiple Aerial Target Flight Services (ATFS) for the U.S. Army, other U.S. agencies and Allied nations. The ATFS effort consist of target assembly and disassembly, ancillary device installation, preflight checkout, site preparation, launch, flight, control, recovery, retrieval, refurbishment, operator level maintenance, intermediate level maintenance, target logbook maintenance, target system in-storage maintenance, environmental protection, quality assurance, logistics services, information assurance, automated systems data entry and data reporting. This effort is for a non-commercial contract with 60 months of performance.�This effort was initially posted in conjunction with the W900KK-20-R-0020. The ATFS acquisition will provide PM CT2 the ability to operate and maintain aerial target flight operations for any directed mission. The ATFS effort shall provide aerial target flight operations and maintenance services at Fort Bliss, Texas; White Sands Missile Range (WSMR), New Mexico; and other Posts, Camps, and Stations (PCS) in the Continental United States (CONUS) and Outside CONUS (OCONUS). Additional aerial target flight support and maintenance may be required as directed by PM CT2. The efforts described include services and ancillary products to provide PM CT2 with the ATFS support required to meet the directed mission. The Government has upload the draft solicitation with attachments for industry review and input.� Due to the change in fiscal year the draft solicitation has changed from W900KK20R0059 to W900KK21R002. The Government requests that all questions, comments and input be submitted in writing to the Contract Specialist at thomas.l.halverson.civ@mail.mil. All responses are due by 1400, 16 October 2020. Late responses received will be accepted but may not be incorporated into the Governments review. The Government intends to issue the final solicitation once adjustments are made with industry input and a final Government review is completed. The Government intends for a 1st Quarter FY21 release of the solicitation. REQUIREMENT: The requirement is for the provision of aerial target flight operations and maintenance services at Fort Bliss, Texas; White Sands Missile Range (WSMR), New Mexico; and other Posts, Camps and Stations (PCS) in the Continental United States (CONUS) and Outside CONUS (OCONUS).� These aerial target flight operations and maintenance services are required for training programs, missile/weapon systems test and evaluation programs, missile/weapons systems lot acceptance programs, demonstrations, research and development activities, production verification, and special test programs.� The services to be provided include target assembly and disassembly, ancillary device installation, preflight checkout, site preparation, launch, flight (optionally including manned flight), control, recovery, retrieval, refurbishment, Operator level maintenance, Intermediate level maintenance, Depot level maintenance, and target logbook maintenance.� Government Furnished Equipment/Materials (GFE/GFM) will be provided under this contract to include system specific targets, end items, ground support equipment, ground handling devices, target tracking and control systems, test equipment, ancillary devices, Class V items (explosive items such as squibs, rocket motors, Roberts cutters, and flares) and spare parts.� In addition, services are required to provide environmental protection, quality assurance, logistics services, automated systems data entry and data reporting. ELIGIBILITY: The applicable NAICS code for this requirement is 541990 � All Other Professional, Scientific, and Technical Services. Businesses of all sizes are encouraged to respond; however each respondent must clearly identify their business size in their capabilities statement.
