This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-02. The solicitation is No. 11580913 and is issued as a Request for Quote (RFQ). Request for Quotes are due by January 27, 2021. The RFQ will result in a firm fixed price contract. The National American Industry Classification System (NAICS) code for this acquisition is 721110. The Small business Size Standard is $35,000,000.00. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes to procure the following services: I.�� Specifications, Requirements and Address SPECIFICATIONS: The contractor shall only furnish facilities, furniture, equipment, supplies, management, supervision, and labor for lodging accommodations to Soldiers of 2-641 Aviation Battalion. No other U.S. Military Personnel will be covered by the scope of this document and contract. The dates of lodging stay are determined by the training dates set forth by 2-641 Aviation Battalion and are described in a lower section. Location: Within�10 Miles of Salem Armory 1921 Turner Rd SE, Salem, OR 97302 Period of Performance #1: Check in 15 March 2021 and check out on 17 March 2021 (two night) CLIN 0001 Provide Twenty (20) single occupancy (SO) Lodging in accordance with the PWS CLIN 0001 TOTAL____________________________________________ Period of Performance #2: Check in 28 March 2021 and check out on 29 March 2021 (one night) CLIN 0002 Provide Twenty (20) single occupancy (SO) Lodging in accordance with the PWS CLIN 0002 TOTAL_____________________________________________ QUOTE TOTAL $ �� Requirements for your quote: Please submit a quote on your company letterhead showing a price per contract line item (CLIN) with the total price at the bottom. Include the following information on your quote: Cage code, Tax ID number, company name, phone number, contact, and email. Please send your 889 certification and FEMA number with the quote. The award will only be made to an offeror that is all-inclusive of the requirements on this solicitation. Nightly rate must be at or below DoD/Government/GSA rate for Salem, Oregon which is $96.00 per night. Hotel must be FEMA registered. Please send FEMA numbers with quote. � ***WAGE DETERMINATION IN ATTACHMENTS*** � Quotes must be Firm Fixed Priced � Clause 52.219-14 -- Limitations on Subcontracting By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for -- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a non-manufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. Evaluation Criteria: Contract(s) will be awarded based on the following evaluation factors that are deemed a best value to the government: � In accordance with FAR 13.106-2(b), quotes will be evaluated on the following evaluation factors: Amount of rooms available at one hotel. Distance of rooms from the Armory Price Contracts will be awarded based on the number of quotes received, up to the number of personnel requiring lodging. SAM vendor registration is required.
