The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� INL�s Office of Africa and the Middle East Programs (INL/AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both Africa and the Middle East. �INL works to improve the effectiveness, responsiveness, and accountability of criminal justice sector institutions (police, justice sector actors, and corrections). �These efforts are designed to improve stability, human rights, and good governance in close partnership and cooperation with host government and civil society actors.� In Burkina Faso, INL supports two regional initiatives: the West Africa Regional Security Initiative (WARSI) and the Trans-Sahara Counterterrorism Partnership (TSCTP). �WARSI engages the 15 Member States of the Economic Community of West African States and supports security sector reform so that West Africa can effectively repel and resist transnational organized crime. �TSCTP seeks to enhance the criminal justice sectors of Sahel and Maghreb countries: �Algeria, Burkina Faso, Cameroon, Chad, Libya, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal, and Tunisia. The purpose of this Personal Services Contract is to fill the new position of Senior Criminal Justice Program Coordinator at U.S. Embassy Ouagadougou. �S/he will have a primarily bilateral role with regional engagement and will assist INL with oversight and management of foreign assistance programs in Burkina Faso and relevant regional programs. �The incumbent will supervise a Senior Law Enforcement Advisor Third Party Contractor, Senior Corrections Advisor Third Party Contractor, one locally employed EFM staff member, and one locally employed staff member. � DUTIES AND RESPONSIBILITIES Under the direct supervision of the Washington-based INL Program Officer and Embassy Ouagadougou Political Section Chief or his/her designee, the Senior Criminal Justice Program Coordinator will perform the following duties: Substantive� 1.�� �Develop and manage INL programs in line with INL and post priorities. This involves coordinating with Bureaus within State (Counterterrorism, African Affairs, and others); the interagency (Departments of Defense, Justice, Homeland Security, and others); and international partners. �Additionally, the SCJPC will serve as a Contracting Officer Representative (COR) and Grants Officer Representative (GOR) for post-held projects. 2.�� �Advise embassy, INL/AME on local and regional developments in the criminal justice sector in subject areas including, but not limited to, anticorruption, law enforcement, justice sector, rule of law, corrections. Identify potential areas of development for future programs that will fulfill INL�s goals and objectives. Ensure that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities of criminal justice sector institutions. Evaluate progress toward achieving INL goals and recommend program improvements. 3.�� �Engage with host government officials to help determine how best to strengthen criminal justice institutions to serve the public. Generate support for and actively advance U.S. policy objectives with key stakeholders, including host government officials, civil society, the media, and other influential leaders in the private sector. 4.�� �Maintain necessary professional relationships with implementers, host government agencies, international organizations and commissions, civil society actors, and other important partners in the fight against transnational crime, including drug trafficking. Act as liaison between these entities and other components of the U.S. Mission(s). 5.�� �Work in coordination with implementers, the interagency, and the host government to implement results-oriented programming in accordance with all applicable rules and regulations to advance U.S. interests. 6.�� �Assist in preparing and ensuring quality of regular reporting, reporting including annual budget request, INL reporting requirements for INL (e.g., the INCSR, the End-Use Monitoring Report, etc.), monthly INL status reports, program documentation and procurement requirements. 7.�� �Brief Department, Congressional, and other international dignitaries orally and in writing on INL programs in host countries. Prepare documents for presentation to the U.S. Congress, or audit entities. Develop appropriate itineraries and accommodations for official travelers. Managerial 1.�� �Supervise INL�s Senior Law Enforcement Advisor Third Party Contractor, Senior Corrections Advisor Third Party Contractor, one locally employed EFM staff member, and one locally employed staff member. 2.�� �Establish and maintain appropriate internal management control systems. �Ensure that INL programs are not subject to waste, fraud, abuse, or mismanagement. �Help manage and monitor the use of all U.S.-provided commodities. 3.�� �Provide analysis and guidance in project budget preparation as well as program planning. 4.�� �Conduct or commission field surveys, evaluations, and special studies, as directed. 5.�� �Maintain security awareness and properly handle classified items and information. 6.�� �When required, perform the role of Duty Officer. 7.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES� 1.�� �Obtain required Federal Acquisition Certification Program for Contracting Officer Representatives (FAC-COR) Certification within 120 days of arriving at Post. This position requires a FAC-COR Level 1. �The Department�s Procurement Information Bulletin 2012-15 provides the required training and experience requirements to obtain the FAC-COR Certification. The PSC must have all the requisite experience for obtaining a FAC-COR Level 1 in accordance with PIB 2012-15 prior to coming on board but will be granted 120 days to take the Department of State specific online or in-person training to receive a DOS FAC-COR Level 1 Certificate. � 2.�� �Complete the FSI distance learning Grants Officer�s Representative (GOR) successfully within (120) days of assignment. � 3.�� �Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 4.�� �Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) within 45 days of deployment to Post. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy Ouagadougou, Burkina Faso. �PSC will regularly travel and work in the region including potentially Cameroon, Chad, Niger, Mali, and Senegal. RELATIONSHIPS� The incumbent will report directly to the Political Section Chief at Embassy Ouagadougou and will work with and receive direction from the INL/AME Program Office in Washington, DC. � The Contracting Officer�s Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. �The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. �Such changes must be authorized, in writing, to the Contracting Officer. COMPLEXITY� This position involves planning, organizing and completing financial and organizational analysis of considerable complexity. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is great difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. �The PSC is expected to address difficult issues by separating the substantive nature of the programs or issues into distinct components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of legislation and policy statements in determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counter-narcotics programs in Burkina Faso, which is of significant interest to the public and to Congress. MINIMUM REQUIREMENTS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance and required medical. �Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required)� 2.�� �Three years demonstrated experience working with the U.S. government, an international organization, or large international non-government organization in a policy/operational role involving criminal justice sector issues. 3.�� �Five years demonstrated experience in program design, program management, and coordination on international development programs. Two years of which should relate to governance or criminal justice issues (e.g. access to justice, judicial reform, law enforcement, corrections). Such experience should involve planning, strategizing, implementing, reporting, monitoring and evaluating, and familiarity with basic requirements for contract management and procurement. 4.�� �Three years demonstrated professional experience in a developing country. 5.�� �Bachelor�s degree from an accredited institution. 6.�� �Graduate degree from an accredited institution, or 2 years of on-the-job experience in lieu of a graduate degree. 7.�� �Demonstrated experience in drafting complex, analytical briefing papers, memoranda, letters, and reports for senior-level officials or equivalent. 8.�� �Superior negotiation, interpersonal and managerial skills. 9.�� �Excellent oral and written English communication skills. 10.�� �Oral and written French proficiency at least to the 2/2 level. 11.�� �Working-level proficiency in Microsoft Office Suite. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($88,619 and $130,140 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
