- 1. INTRODUCTION: This Sources Sought announcement is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this Sources Sought announcement. NCO 1 Contracting is seeking interested sources for a future solicitation and procurement. Currently, no solicitation exists. 2. BACKGROUND: VISN 1 Healthcare System (New England) has a requirement to provide twenty-four (24) hour BLS/ALS/CCT Ambulance Service for the beneficiaries of the VA Maine Healthcare System. This Service is required for the entire State of Maine, seven (7) days per week, nights, and holidays. Services will include transport to and from VA Maine (Togus), community hospitals statewide as well as ambulance transports to VA Medical Centers in Massachusetts and Vermont. Because of the vast rural areas within the state, performance of emergent and non-emergent transportation contracts has been a challenge for contractors. The prospective contractor is expected to form agreements with the ability to leverage multiple transportation providers and municipalities to provide the best quality of transportation services possible for Veterans residing in rural areas of Maine. Based on historical usage there is anticipated to be an average of 1,500 - 2,000 trip requests per year. There is a great range in the trip distances with mileage due to the size of Maine. The average local trips in the Augusta area are approximately 6-10 miles to Maine General Medical Center, the Harold Alfond Cancer Center or ME Vets Home, where the VA works in partnerships. Below are our frequent destinations with (one way) mileage to or from Togus VA: Eastern Maine Medical Center, Bangor- 84 miles; ME Vets Home Scarborough- 62 miles; Carey Medical Center Caribou- 252 miles; Northern ME Medical Center- 267miles; Houlton Regional Medical Center- 197 miles; Rumford Hospital 57 miles; Calais Regional hospital - 176 miles; Penobscot Valley Hospital -127 miles; Penobscot Bay Med Center- 36 miles; Southern ME HC- 74 miles; Maine Medical Center, Portland - 57 miles; West Roxbury, MA VA- 181 miles; Brockton, MA VA- 202 miles; Bedford, MA VA- 162 miles; White River Junction- 224 miles. 3. OBJECTIVES: VISN 1 Healthcare System is looking for Small Business Concerns that can perform emergent and non-emergent transportation services; however, Non-Profit and Large Business Concerns are also welcomed to respond to this notice. The contractor will offer transportation services including ALS, CCT and BLS Ambulance. The current primary NAICS code of this requirement is 621910 (Ambulance Services), which has a size standard of 16.5 Million. 4. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response as detailed below. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements above. Interested parties shall furnish the following minimum information: 1. Company name and address ensure your company is registered in the System for Award Management (SAM) at https://beta.sam.gov/ . 2. Company point of contact name, telephone number, and email address. 3. Evidence that you are a Small Business (if applicable): Small Business ensure you are listed as Small Business in BetaSAM, reps and certifications. Provide the NAICS codes you are listed as a Small Business under. CVE certified SDVOSB or VOSB (or in the process of certification) ensure you are certified in the CVE veteran database at www.vetbiz.va.gov/. Provide evidence of certification. 4. If your company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and SINs. 5. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills/required licenses your company possesses to perform services in the geographic areas described above. Evidence of existing capability to perform the required transportation services. 6. Experience: Brief summary of the company history relative to similar requirements. Provide the information on projects of similar size and scope for which the responder was a prime or subcontractor. Provide contract number the work was performed under, period of performance and one professional reference with contact information.
