- SOURCES SOUGHT NOTICE: Santa Ana River Mainstem, Prado Basin improvements, at various locations This is a SOURCES SOUGHT announcement for market survey information only, it will be used by this agency for preliminary planning purposes.� No contract will be awarded from this notice.� No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. (Respondents will not be notified of the results of the evaluation). The purpose of this Sources Sought Notice is to gain knowledge of the experience and qualification of the various members of the construction industry, including Large Business concerns, Small Business concerns, Hubzone, 8(a), Women-owned, Economically Disadvantage Women-owned, and Service Disabled Veteran owned firms. The Government strives to ensure that there is adequate competition among the potential pool of available contractors. The type of set-aside decision will depend upon the public�s response to this notice. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $36,500,000.00. There are three locations all located within the Prado Basin in Riverside County.� The three projects, their descriptions and estimated dollar value are presented below: 1.� � �River Road Dike: In accordance with FAR 36.204, and DFARS 236.204, the estimated construction price range for each project is between $10,000,000.00 and $25,000,000.00.� The estimated total contract performance period is 720 calendar days. �Location of this work is Eastvale, CA.� The project is a 1,750 linear feet earthen filled dike flood control structure. �The earthen filled dike will have a crest width of 21 feet and crest elevation 567.00 feet at the control line of the dike. �This results in a maximum dike height of approximately 18 feet. �The dike will have side slopes of 2.25 horizontal to 1 vertical (2.25H:1V). �The interior drainage will discharge through two 48 inch diameter reinforced concrete pressure pipes locate at Sta. 4+60.� Secant pile walls will be constructed at the tie in locations adjacent to existing residential properties.� 2.� � �Alcoa Dike Phase 2: In accordance with FAR 36.204, the estimated construction price range for each project is between $10,000,000.00 and $25,000,000.00.� The estimated total contract performance period is 720 calendar days. �Location of this work is Corona, CA.� The project is a 7,700 linear feet earthen filled dike flood control structure.� The elevation of the top of the dike varies between elevations 569.50 and 573.50. �The dike will have the following basic characteristics: average height of 22 feet above existing ground, width of crest is 15 feet, 2.25 horizontal to 1 vertical (2.25H:1V) side slopes, upstream slope will be protected with 15-inch layer of riprap over a 12-inch layer of bedding, downstream slope will be hydroseeded. �The design also includes construction of 4 detention basins with approximate storage capacity of 83 acre-feet. �Butterfield Drive, W. Rincon Street, and Auburndale Street will be impacted by the construction of the dike.� A concrete floodwall and floodgate will be constructed across Auburndale Street.� Butterfield Drive will be modified and a new connector road constructed to connect to Rincon Street. 3� � �.Lower Norco Bluffs:� In accordance with FAR 36.204, the estimated construction price range for each project is between $25,000,000.00 and $100,000,000.00.� The estimated total contract performance period is 720 calendar days. �Location of this work is Norco, CA.� The project consists of an earth fill placed against the existing bluffs, approximately 7,330 feet in length, revetted with riprap slope protection and a launchable stone toe blanket. �The project will tie into existing high ground at the upstream (Station 90+20) and downstream (Station 19+90) project extents. �The embankment fill will raise the grade between 12 and 25 feet above existing grade to provide protection up to a 100-year flow event water surface elevation (WSE). �The proposed embankment slope is 2H:1V and is revetted with riprap slope protection 42 inches thick measured perpendicular to the slope face. �Expected scour is between 5 and 14 feet below the existing thalweg (between 6 and 19 feet below existing grade at the project alignment). �To eliminate the need for dewatering, excavation is planned down to 2 feet above typical groundwater averaging 5 feet below existing grade. �A launchable stone toe is intended to provide some protection from scour. �The launchable stone toe is 9 feet high and varies in width, between 10 and 30 feet, depending on the expected scour depth along the project alignment. Prior Government contract work is not required for submitting a response to this sources sought notice. Prospective prime contractors interested in this notice must respond to the following questions.� Responses shall be limited to 8 pages. 1. Offerors� name, address, points of contact with telephone numbers and e-mail addresses.� 2.� Business size/classification to include any designations as Small Business, Hubzone, Service Disabled Veteran Owned, or 8(a) and NAICS code designations shall be indicated on first page of submission.� 3.� Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed project, with emphasis on Earthwork Construction.� �Specifically, prior construction experience with levees, floodwalls, and/or embankment protection, having a readily available quarry that can produce the amount and size of rock necessary, and heavy equipment that can perform the work.� Ability to manage subcontractors, prepare and comply with various environmental and construction permits (including California), and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects that are complete or at least 50% construction complete and that ran concurrently within the past six years.� The past performance information should include project title, location, general description to demonstrate relevance to the proposed project, the Offerors� role, dollar value of contract, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and e-mail address).� PLEASE IDENTIFY WHICH OF THE THREE PROJECTS YOUR FIRM IS INTERESTED IN WHEN SUBMITTING YOUR INTEREST.� IF YOU ARE SUBMITTING FOR MORE THAN ONE PROJECT, MULTIPLE SUBMISSIONS ARE NOT REQUIRED.� Depending on the project your firm shows interest in, the value of your project must fall within the following range: For River Road, and Alcoa Dike �Projects examples MUST be at least $10,000,000 in value For the Norco Bluff Project, your example projects must be at least $20,000,000 in value. 6. Offerors (other than small businesses) should also provide their assessment of the degree of involvement by Small and Small Disadvantaged Business subcontractors, stated as a percentage of subcontracted dollars. Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to Michael.G.Robinson@usace.army.mil no later than 2:00 PST, Thursday January 7th, 2021. The submission should address all questions in the sources sought questionnaire below and your firm's ability to perform the requirement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered.
