- THIS IS A REQUEST FOR INFORMATION NOTICE ONLY for planning purposes to identify interested vendors and to gain insight into industry capabilities for the requirement detailed below. A formal solicitation, performance work statement, and technical exhibits are not available for release at this time. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The US Department of the Interior (DOI) has a requirement for a clause generating system. A partial list of requirements includes: � Generate solicitations and contracts with provisions and clauses based on the Federal Acquisition Regulation (FAR) with the ability to include agency and sub-agency specific provisions and clauses. � Select appropriate clauses based on input from the user. � User friendly and accessible across entire department and sub agencies. � Generate a solicitation/contract that outputs to Microsoft Word and Adobe PDF compatible formats. � Document storage functionality/management. � Commercial off-the-shelf or commercial off-the-shelf with minor modifications preferable. � Ensuring that provisions and clauses are current when the FAR is updated or agency and sub-agency updates are made. � Configurable/customizable options. � Purchase and maintenance pricing. Vendors who believe they can responsibly perform this requirement should submit the following information to the no later than close of business January 22, 2021 1. Capability statement describing corporate expertise and technical qualifications to meet the above requirements to include subcontracting for third party expertise. 2. Small business status of potential offeror (8(a), HUBZone, SDVOSB, etc.) 3. Point of contact information for potential offeror, Cage Code, and D&B Number. 4. Any additional information that will prove the potential offeror can perform the required effort or will broaden the Government�s perspective of what can be implemented to improve effectiveness in provision and clause usage. Interested businesses should submit the above information to the attention of James Durrant by email only to jdurrant@usbr.gov. Responses should be limited to 3 pages (single-sided). NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement. All questions and concerns may be submitted via email only at jdurrant@usbr.gov
