- Description
- The Product Manager for Command Post Integrated Infrastructure (CPI2), in support of the Project Lead Interoperability, Integration and Services (PL I2S), seeks industry feedback regarding the production of more survivable command posts that enable dispersed operations, reduce the current footprint, provide redundant capabilities for continuous operations, improve platform, system, expeditionary mobility, and incorporate camouflage and concealment to improve signature management. CPI2 Increment 1 program provides a scalable, integrated mobile command post with the ability to execute uninterrupted mission command (MC) under all conditions, including on-the-move (OTM), across multiple locations, with continuity of purpose, in spite of discrete breaks in communications. CPI2 Increment 1 will develop, procure and field CPs (Tactical Command Post (TAC)/MAIN) at Brigade (BDE) and Battalion (BN) echelons, and Mobile Command Groups (MCG) for Corps and Divisions echelons. These solutions will integrate approved commercial and government off-the-shelf (COTS/GOTS) systems, as well as government programs of record (PoRs) that support CP operational needs. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties� expense.� Not responding to this RFI does not preclude participation in any future RFP, if issued.� If an RFP is released, it will be synopsized on the Beta Sam website.� It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement. RFI Responses shall include the following: Company Profile - Describe your company's core business. Please include the following: company name, company address, points-of- contact information including name, phone number, e-mail address, number of employees, annual revenue history, office location, CAGE code, DUNS number, NAICS code(s), and current business size contract status. Corporate Experience � Described prior/current Department of Defense (DoD) corporate experience performing efforts of similar size and scope within the last four (4) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of the specific task areas in the referenced contract as it relates to the services described herein. Please indicate whether you have a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) and U.S. Army Program Executive Office (PEO) Command, Control and Communications - Tactical (C3T) specific experience. � Respondents are advised of the below Government requirements: Security Requirements - The contractor will be required to have at a minimum, a Secret Security Clearance for all personnel with exception to administrative support personnel. The contractor shall also be required to have Secret Facility Clearance and Secret Safeguarding. Subcontractor Management - A Government contractor (prime contractor) will be required to provide a plan to commit to ensuring that Historically Underutilized Business Zone (HUBZone), small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns are provided maximum practicable opportunity to participate as subcontractors in the performance of this effort. Government Site Visits Government personnel may visit select vendor�s facilities that intend to produce the CPI2 Increment 1 Program.� Preferred method is on site visit, however virtual visits may be necessary due to environmental conditions. Additional information is provided herein. The purpose of the site visit is for CPI2�s market survey update and to provide vendors an opportunity to demonstrate integration, production, and manufacturing capabilities. Vendors interested in hosting CPI2 Program Office representatives at their facilities will need to contact Nikeena Brown at Nikeena.S.Brown.civ@mail.mil, in order to schedule the visit.� The Government will only be available from March to September of 2021 to conduct site visits or until the Draft Solicitation is released. The Government is offering one on one sessions for market research upon request. � CPI2 Request For Information Questionnaire Engineering Describe your procedures and processes for handling classified and sensitive documents and material. Describe your capabilities for configuration and requirements management Describe your development process methodology. Describe any core capabilities you have that would create value to a CPI2 integration effort. Detail any software tools you would use to create technical documentation, CAD drawings, Configuration Management, process management, and knowledge management. Describe any Modeling and Simulation tools, RF measurement capability, and design tools you have that would support decision making and design. Production: Describe your capability to modify vehicle platforms and shelters to meet new requirements. Describe your capability to manage supply of materials as you develop products. Describe your ability to store and inventory platforms and shelters throughout the development process. The contractor may be responsible to produce 100 to 260 CPI2 integrated platforms and/or shelters in a given year. Please describe your capabilities and past experience in meeting this type of demand. Provide details on any existing or potential production line you have or would acquire that would accommodate CPI2 production and integration. � Integration: Describe your ability to integrate multiple differing technologies and support structure into a platform or shelter. Describe your ability to engage with units/customers to customize configuration of equipment and vehicles according to their input. Describe your organization�s demonstrated ability and experience with the installation and configuration of switches and routers. Describe your organization�s demonstrated ability and experience operating Cyber Security and Risk Management Framework. Describe your organization�s ability to provide on-site integration of unit/customer equipment at a unit/customer location. � Testing: The Contractor for CPI2 Increment 1 program will develop test plans and methodology based on existing standards and procedures as part of the technology assessment process. This includes development of detailed test procedures, identification of equipment, instrumentation, personnel requirements, test courses requirements, and definition of operational use case. The test and evaluation may be representative of mission scenarios encountered by the US Army in worldwide deployment. Please describe your experience and ability in vehicle and shelter testing that may include, but not limited to the following: Ground Vehicle Testing Performance/Mobility Survivability Reliability, Availability, Maintainability, and Durability (RAM-D) Acceleration and Braking Transportability Road Shock & Vibe (RS&V) Rail Impact Testing Characteristics (examples: Center of Gravity, weights) Rollover and Stability Tests Vehicle Dynamics Testing Electromagnetic Interference (EMI) The contractor will be responsible for Safety Assessment Report (SAR) accordance with MIL-STD-882E that evaluates the Environmental, Safety and Occupational Health (ESOH) hazards of the overall system. Please describe your ability and experience on the methods, analyses, and tests used to identify and assess hazards (both hardware and software) and their associated risks, the methodology used to rank hazards, and how ESOH requirements were met. � Fielding: Describe your ability to meet complex fielding schedules at multiple locations that are geographically separated. � Training: Describe your ability to conduct training for large groups, small groups, individuals and �train the trainer�. Describe your ability to consolidate training for multiple items, not of your own manufacture, into a single training package. � Initial Sustainment: Describe your ability to meet initial sustainment for items fielding during the first two to three years after fielding The contractor will be responsible to provide a supportability analysis report, summarizing the results of the Failure Mode, Effects & Criticality Analysis (FMECA), Reliability Centered Maintenance (RCM), Level of Repair Analysis (LORA), Maintenance Task Analysis (MTA), and Preliminary Maintenance Allocation Chart (PMAC) development efforts. Please briefly describe your experience in your ability to provide supportability analysis results to inform documentation development. � Obsolescence: Describe how you address obsolescence for components you control as well as those you do not within the systems you are developing and those that you have sold or fielded. � Technology Insertion: Describe how you handle technology insertion into your products. Describe your experience in working with engineering change proposals. � Relevant Experience: Describe your experience in handing complex contracts, meeting oversight requirements, and satisfying the customers� requirements. Describe any large government contracts you have managed or supported and your roll in that contract. Describe your ability to maintain accountability and control of government furnished equipment in past contracts. � Teaming Arrangements: If your company is unable to meet the full scope of requirements listed in the above questions I-IX, then would your company consider pursuing a teaming arrangements to meet the full scope of requirements?� � Please provide details regarding proposed joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements relative to above questions I-IX.� Offerors are encouraged to identify teams, indicating each team member�s size based upon the NAICS code of the work that the team member may be doing. � � Industry Day Would you be interested in participating in an industry day in relation to CPI2 effort?
