Description

The Internal Revenue Service (IRS) intends to award a sole source purchase order to Sinclair Broadcast Group, 10706 Beaver Dam Road, Hunt Valley, MD� 21030 for the lease of antenna site space at the following location: Mount Franklin Location in El Paso, TX A purchase order will be issued for a base period of 12 months plus four 12-month option periods.� Due to the uniqueness of this requirement and the geographical location of the tower, no other location is acceptable. This announcement constitutes the only solicitation.� A written solicitation will not be issued, and quotes are not being requested.� The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b).� This service is being solicited and awarded as a commercial item in accordance with FAR Part 12.� Justification:� This is an agent safety issue.� Sinclair Broadcast Group operates the tower that is uniquely located in an area which allows IRS Criminal Investigation (CI) to maintain maximum coverage in the respective city and geographical area.� Furthermore, the IRS has already performed detailed propagation studies based on the elevation and placement of the tower that ensures IRS CI gets maximum radio coverage at the location identified above.� Any questions regarding this action should be directed to the IRS Primary Point of Contact Cathy S.
