Description
This pertains to the Habitat Management Unit (HMU) Wildlife Services for the U.S. Army Corps of Engineers, Walla Walla District in Pasco, WA. This will be a firm-fixed-price service contract. �The North American Industry Classification System (NAICS) code for this project is 712190 and the associated small business size standard is $8,000,000.00. The solicitation will be Total Small Business Set Aside in accordance with the Performance Work Statement. Under the Lower Snake River Fish and Wildlife Compensation Plan (Comp Plan), US Army Corps of Engineers (Corps) managed federal lands on the lower Snake River, along with other lands purchased and leased in adjacent areas of southeast Washington would be developed and managed for terrestrial wildlife habitat [habitat management units (HMU)] and Environmental Stewardship (ES) lands .� This contract will update the O&M requirements for habitat and wildlife management on HMUs and ES lands managed by the Tri-Rivers Natural Resource Office, Walla Walla District for the U.S. Army Corps of Engineers.� These updates are necessary to provide a trajectory consistent with modern wildlife management.��� The contractor shall provide personnel, materials, supplies, parts, tools, equipment, vehicles and other items and services necessary to monitor, operate, maintain, and treat public facilities and lands. This includes public-use facilities, operational facilities and equipment as defined in this Performance Work Statement (PWS) on lands and waters of the Snake and Columbia Rivers known as Lake Sacajawea (Ice Harbor Dam), Lake Herbert G. West (Lower Monumental Dam) and Lake Wallula (upstream of the Walla Walla River, McNary Dam). This contract is a fixed-price, performance-based service contract, where desired outcomes are defined and inspected while CONTRACTOR methods are generally not constrained or directed. The geographic range of items under this PWS extends nearly 123 river miles and encompasses roughly 10,000 acres of land managed by the U.S. Army Corps of Engineers. Most HMUs are accessible via vehicle, but access to at least 5 HMUs is either only available by boat or is easier and most efficiently access by boat and will require ATV and possibly tractor, mower, and food plot planting equipment onsite at times during the growing season. Some Government-Furnished-Property will be available to the contractor. Work shall include, but not limited to the following: ARCGIS PRODUCTS REQUIRED REPORTS CONTRACTOR MAINTAINED AND GOVERNMENT-FURNISHED PROPERTY FOOD PLOT METRIC GRASS SEEDING MIXES AND RATES WILDLIFE TREE AND SHRUB PURCHASE AND PLANTING REQUIREMENTS PERFORMANCE REQUIREMENTS SUMMARY GPS/GIS REQUIREMENTS FACILITY INVENTORY IRRIGATION SYSTEMS OPERATION AND MAINTENANCE MANUAL INVASIVE SPECIES -PEST MANAGEMENT PROGRAM TREE AND SHRUB SURVIABLITY INSPECTION CRITERIA There are two broad categories of HMUs; 1) intensively managed, and 2) maintained. There are 5 intensively managed HMUs with active irrigation systems, maintained tree and shrub plots, and irrigated food plots. This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation has been scheduled to be released via beta.SAM.gov (https://beta.sam.gov/) soon detailing requirements for HMU Wildlife Services. This information is for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Conducting business with the Government: In order for contractors to conduct business with the Department of Defense, the Contractor must provide registration information to the System for Award Management (SAM).
