- The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Northrop Grumman Systems Corporation (NGSC), Cage Code 5FVX5. Authority:� 10 U.S.C. 2304(c)(1), as supplemented by FAR 6.302-1. Responsible sources may submit a capability statement or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The RFQ will NOT be posted at www.beta.sam.gov. If you desire to obtain a copy (NO TECHNICAL DATA AVAILABLE), your emailed request must be submitted to erika.dennard@us.af.mil. No telephone requests will be honored.� This acquisition provides for a ten year Sustaining Engineering Services (SES) contract for the AN/ALQ-184 Electronic Countermeasure (ECM) software sustainment as it pertains to Independent Verification & Validation (IV&V) services and AN/ALQ-131 ECM system hardware sustainment. The ALQ-184 effort will require contractors to perform software support of the Operational Flight Program (OFP) to include but not limited to IV&V testing, code/documentation/deficiencies reviews, and test tool updates. The ALQ-131 effort will acquire specialized contractor sustaining engineering support for system-level deficiency analysis, supportability problems due to obsolescence, engineering laboratory test support, provide for specific investigations and analysis necessary to ensure availability and effectiveness of the pods, provide assessments of impacts to other systems stemming from configuration changes in the ALQ-131. Subordinate to the work on system-level deficiencies, the effort will require resolution of obsolescence and diminishing manufacturing source (DMS) issues at the component or Shop Replaceable Unit (SRU) level as well as continued sustaining engineering support for the Electronic Warfare Avionics Integration Support Facility (EWAISF).
