Description
The 183d Wing, Illinois Air National Guard, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Repair Centralized Repair Facility (CRF), Building P-17, in Springfield, IL (Sangamon County). This project will create adequate space to perform Aerospace Ground Equipment (AGE) work, metal fabrication and welding, as well as other back shop maintenance functions.� Work will include, interior and exterior work as shown in the project documents that will be included in the solicitation.� Renovation of the building will include: Interior walls will be reconfigured and electrical, plumbing, fire protection, communications and HVAC systems will be upgraded to accommodate equipment and space functions. The high-bay, north, and east lean-to slabs-on-grade will be replaced to accommodate a level floor for equipment.� Latrines will be remodeled. Roof and wall cladding will be replaced/upgraded to meet Anti-Terrorism/Force Protection criteria. Site drainage improvements will also be completed to prevent water from standing adjacent to the building. Completion of this objective should result in an adequately sized and properly configured, co-located AGE, Sheet Metals Shop and Metal Tech facility suitable to equipment space needs and the operational requirements of the �back shop� maintenance activities. All work will be accomplished as required to meet current codes and Air Force Instruction (AFI) requirements. The contract duration is 365 days after NTP. This project is set aside 100% for Small Business.� The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states �By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees� applies to this project. The tentative date for issuing the solicitation is on-or about 21 January 2021. The tentative date for the pre-bid conference is on-or about 03 February 2021, 01:00PM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 29 January 2021 via email to Alicia.Braun@us.af.mil and Brent.Keller.1@us.af.mil. The bid opening date is scheduled for on-or about 19 February 2021. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM.
