- PRE-SOLICITATION NOTICE NOI-NIAID-2051237 NAICS � 334516 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Biolog Inc to procure one (1) Biolog Inc OmniLog Phenotype Microarray Instrument System (catalog # 93171). The Biolog Inc. Omnilog PM device uses proprietary technology to analyze over 1900 cellular phenotypes through the use of a total of potentially 25 PM MicroPlates, each prepared with individual substrates loaded into the wells of the plate. The instrument provides automated incubation and reading for up to 50 MicroPlates at one time with user controlled temperature range from 22 to 45 C. Plates are analyzed every fifteen minutes and data is captured to create individual metabolic curves over the assay period for each well of each MicroPlate. These features allow the user to: (1) Determine gene functions, (2) Compare gene gene disruption mutants to wild types, (3) Compare naturally-isolated strains with different genetic backgrounds, (4) Identify novel antimicrobial targets by finding genes unique to pathogenic microorganisms, (5) Find phenotypes present in pathogenic but not in non-pathogenic strains, (6) Find phenotypes present in pathogenic microbes but not in host cells, (7) Test antimicrobial targets and drug leads by comparative phenotyping, (8) Determine MOA of drug leads, (9) Compare phenotypic changes caused by target gene knockout versus drug addiction. The Omnilog PM device, as well as associated cassettes are manufactured exclusively by Biolog Inc.� The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2051237) to Dana Monroe at dana.monroe@nih.gov, by 5:00 pm Pacific�standard time Tuesday, January 12, 2021.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
