- Request for Information/Sources Sought Agency/Office: Army Contracting Command � Redstone Arsenal Location: Redstone Arsenal, AL (Huntsville) Title: Document Destruction Services for U.S. Army Futures Command, Combat Capabilities Development Command (CCDC), Aviation and Missile Center (AvMC) NAICS: 561990 PSC: R616 1. Customer Description This Request for Information (RFI) is being issued by the Army Contracting Command � Redstone Arsenal (ACC-RSA) on behalf of CCDC AvMC. ACC-RSA is the Army�s largest and most diverse contracting and acquisition center. ACC-RSA provides contracting services for major weapon system production and services, systems engineering and technical assistance, concept development and prototyping, systems sustainment, Foreign Military Sales, advisory and assistance services, operational support, range support, and contingency support. ACC-RSA is a large organization with 900 plus General Schedule (GS) and contractor employees, comprising of diverse job disciplines such as contracting, information technology, human resources, logistics, resource management and budget, and security.� ACC-RSA provides acquisition and contracting support to the following mission partners (list is not all inclusive): U.S. Army Materiel Command (AMC), U.S. Army Futures Command (AFC) through cross functional team support, U.S. Army Space and Missile Defense Command (SMDC), U.S. Army Aviation and Missile Command (AMCOM), Program Executive Office (PEO) Aviation, PEO Missiles and Space, Combat Capabilities Development Command (CCDC), Redstone Garrison, PEO Simulation, Training, and Instrumentation, and PEO Intelligence, Electronic Warfare and Sensors. 2. Background/Overview CCDC AvMC has a requirement for document destruction services on Redstone Arsenal. Required contractor support includes: personnel, equipment, labor, transportation, tools, materials, supervision, supplies, and other items and services necessary to provide document destruction services of classified, sensitive, and unclassified materials. While ACC-RSA is issuing this RFI on behalf of CCDC AvMC, there are several other mission partners to ACC-RSA who may also require such services. Note that this is not a request for quotes. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This Request for Information (RFI) seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirement. Firms that believe they can provide the needed services that fully meet the Government's requirements may submit substantiating documentation to determine capability. 3. Response Respondents should provide the following information: A. A one page cover letter that includes your company�s cage code, business size for the NAICS listed above, and contracts point of contact. � B. Firms will need to provide a response no longer than 2 pages which addresses each of the Performance Requirements listed below. Each major task requires a written explanation to assess for capability. The major tasks include: 1. The Contractor shall provide transportation services in support of the destruction of material, up to and including Top Secret and Sensitive Compartmented Information (SCI), in accordance with AR 380-5. �The Contractor shall possess and maintain a valid Driver�s License and the capability to provide and operate a 5 ton truck with a lockable cargo door. The Contractor shall possess sufficient accounting capabilities to process all financial transactions associated with this requirement, to include environmental and insurance fees and vehicle maintenance. 2. When scheduling destruction services, the Contractor shall coordinate the transportation of classified and sensitive materials with the CCDC AvMC Security Office to an approved destruction facility. The Contractor shall notate which destruction facility it will be utilizing if the Contractor�s method of performance includes transporting materials to be destroyed off-site. 3. Destruction on-site is permitted as long as the Contractor complies with the approved destruction methods outlined in AR380-5. The Contactor shall describe the exact method of destruction for the classified and sensitive material in accordance with AR380-5. National Security Agency/Central Security Service (NSA/CSS)-approved destruction methods include burning, cross-cut shredding, wet pulping, melting, mutilation, chemical decomposition, and pulverizing. Classified documents and material will be destroyed completely to preclude recognition or reconstruction of the classified information contained in or on the material. Only equipment listed on an evaluation products list (EPL) issued by NSA may be used to destroy classified information using any method covered by an EPL. The Contractor shall describe the weight load (in tons) that can be processed within a single run. 5. If the Contractor does not currently have operations set up to service the Redstone Arsenal area, but is interested in setting up operations to handle classified document destruction in the Huntsville area, please notate how long it would take for operations to be set up. � C. Firms shall also provide one page that outlines an instance of past government experience (task order/contract) with tasks similar to scope of this draft requirement. Past example should include contract numbers, customer information, and identify point of contacts. � D. Documentation will be evaluated by the Army Contracting Command � Redstone Arsenal solely for the purpose of determining the availability and potential technical capability of all businesses in responding to a future RFQ.
