Description
The general scope of this requirement is a Firm-Fixed Price (FFP) Design-Build Construction Contract to build an advanced microgrid (hybrid conventional generation and renewable energy microgrid) that will enhance energy security for MCAS Camp Pendleton.� The microgrid shall be capable of powering numerous mission critical and support facilities at the distribution level during a utility grid outage.� The project provides the following: Upgrades an electrical distribution microgrid on Marine Corps Air Station, Camp Pendleton (MCAS). All MCAS will be capable of islanding from the serving electric utility�s (SDG&E) grid. � Installs and fully permits new generator capable of remote control, grid-forming, and parallel operations. � Modifies 2 to 6 existing backup diesel generators to be capable of remote control, grid-forming, auto-synchronizing, and parallel operations in addition to supporting local loads. � Modifies 3 to 8 existing pad-mounted switches and associated switchgear to be capable of remote, autonomous control by a microgrid controller. � Installs microgrid controller to control new generator, modified existing generators, pad-mounted switches, and switchgear, optional solar photovoltaic (PV) and/or optional battery energy storage system (BESS), described below. � Installs fiber optic-based network to new generator, modified existing generators, pad-mounted switches, and switchgear, and optional solar photovoltaic (PV) and/or battery energy storage system (BESS), described below. � Installs network infrastructure (routers, switches, servers, equipment racks, uninterruptible power supplies etc.) as needed for microgrid control system � Experience with DoD�s Risk Management Framework and Authority to Operate processes. � Develops associated interconnection agreements with SDG&E and performs associated electrical feasibility studies behind the SDG&E meter for MCAS�s grid-tied and microgrid system operations. Optionally installs PV and/or BESS as budget allows. Experience commissioning an advanced microgrid
