- Electrical Upgrades, Birch Hill and Tully Lake Dams, Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services of Electrical Upgrades at the Birch Hill and Tully Lake Dams, both located in Royalston, MA. The New England District intends to consolidate the work at both dams into a single contract. This announcement is to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Businesses to perform this work. The NAICS code for the work described below is 238210. The project bid documents are expected to be issued in May 2021 and the anticipated period of performance is estimated to be 3 months, beginning in June 2021.�� The estimated magnitude of this project is between $250,000.00 - $500,000.00.� Any responsible source meeting this standard may submit a bid to be considered by the New England District at that time. Birch Hill and Tully Lake Dams are both located in Royalston, MA and were constructed in the 1940s. The dams work in conjunction with each other, providing flood protection to Athol, Orange, and other communities on the Millers River. The scope of this project involves replacing and upgrading the existing electrical systems at both Birch Hill & Tully Lake dams to accommodate new 120/208V wye systems. The existing 120/240V delta systems are comprised of obsolete equipment which must be refurbished or replaced. Contractors must maintain the operability of the emergency gate systems throughout the duration of field work. Work at both dams may be completed in series with one another or simultaneously. The work at both dams includes the following major components: Replace existing equipment including panelboards, disconnect switches, and electric motors Coordinate with National Grid to replace existing, pole-mounted transformers Construct new conduit ductbanks Install new, exterior generators Construct new, exterior equipment pads for new generators Install new exterior safety fencing around equipment pads Remove old mechanical piping associated with existing, interior generators Install new electric space heater in Tully Lake gatehouse The New England District intends to consolidate the work at both Birch Hill and Tully Lake Dams into a single contract. Respondents to this Announcement should note any challenge this may present in performing the field work. Interested firms should submit a capabilities package to include the following:� business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above.� Please include at least two specific examples of the firm�s experience performing the work requirements stated above.� The projects must have been performed within the last seven years.� Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror�s effort and their experience must also have been performed within the last seven years.� Proof of bonding capability is required.�Responses are limited to twenty pages.� Responses are due by January 29, 2021 to sara.j.torres@usace.army.mil.� The Government will not pay for any material provided in response to this market survey nor return the data provided.� This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.� The results of this survey will be considered to be in effect for a period of one year from the date of this notice.�
