- The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue Request for Proposal (RFP) No. N00167-20-R-0007 for the procurement of VIRGINIA Class Submarine (VCS) Improved Advanced Hybrid (IAH) propulsor Most Aggressive Features (MAF), Shipping Installation Fixtures (SIFs), and associated engineering services. NSWCCD�s Advanced Propulsor Management Office (APMO), in support of VCS program office (PMS450) requires the procurement of MAFs, SIFs, and associated engineer support services which shall include specifications and procedure development. This effort will expand upon the manufacturing and engineering services performed by Collins Aerospace (Collins) under Defense Advanced Research Projects Agency (DARPA) Hybrid Multi-Material Rotor (HMMR) Cooperative Agreement number HR0011-14-C-00541. This requirement will be a sole source procurement through Collins based on 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements, and FAR 8.405-6 (a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.� A Request for Information (RFI) was posted to FedBizOPs on 08 January 2020. The North American Industry Classification System (NAICS) Code is 336611 and the Small Business Size Standard is 1,250 employees. NSWCCD anticipates that the final RFP for N00167-20-R-0007 will be released in January 2021.
