- Description
- The U.S. Department of Energy �s (DOE) Loan Programs Office (LPO) intends to award a sole source contract to Standard and Poor�s (S& P) Global Market Intelligence a large business, to provide licensed access to its Capital IQ (CIQ) and Ratings Direct Services, Scorecards and SNL Energy. This award is to acquire license agreements with S& P Global Market Intelligence for access to its Capital IQ (CIQ) and Ratings Direct Services, Scorecards and SNL Energy.� The estimated term of this contract is 60 months, which includes a 12 month base year and four (4) twelve (12) month�s option years. The estimated total cost for this acquisition is at a total fixed price of $2,140,888.00. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Standard & Poor is the only top tier credit rating agency whose ratings are compatible with the Loan Programs Office (LPO) internal credit rating scoring system. Further LPO utilizes custom scorecards created by and modeled after Standard & Poor which are not congruent to the methodologies used by other top tier credit agencies.� As such, Standard & Poor is the only responsible source to fulfill the LPO requirement. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this procurement with Standard & Poor then it should submit a capability statement and pricing information for the requirement by the closing date of this notice, which will be considered by the Government. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and client information for similar work previously performed. Capability statements shall not exceed three pages (including cover letters, graphics, appendices, references, etc.) and shall be submitted via the Message function in FedConnect located at https://www.fedconnect.net. FedConnect is owned and operated by Compusearch Software Systems, Inc. DOE does not provide technical support for FedConnect. Capability Statements submitted via a method other than FedConnect�s Message function will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
