- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College has a requirement to renew the Integrated Library System. This is a SAAS system that allows patrons to access the library catalog on and off campus. It also has several modules for staff that cover cataloging, circulation, serials, etc. to manage the library�s collection. The Naval War College intends to award a firm fixed price contract under the authority as prescribed in FAR 13.106-1(b) to Sirsi Corporation (DBA SirsiDynix), 3300 North Ashton Boulevard, Suite 500, Lehi, UT 84043. A determination not to compete this proposed contract is based on Sirsi Corporation, doing business as SirsiDynix as the developer and/or sole source provider for all SirsiDynix software and specialized services. The U.S. Naval War College Library is currently running the SirsiDynix Symphony integrated library system (ILS) product for both its unclassified and classified collections. The cloud storage they provide is an essential part of the ILS system. As evidenced in the sole source justification provided by the requiring activity there is only one vendor capable of providing this service. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. The Contractor identified is Sirsi Corporation. The NAICS code is 511210 and small business size of $41.5M. Interested parties may identify their interest and capability by sending responses regarding this requirement to the Naval War College, Procurement Division via email ONLY to Andrea Albanese, Contract Officer, at andrea.albanese@usnwc.edu no later than January 13, 2021, 11:00 AM EST. The U.S. government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party. No phone calls please. If no responses are received by the above referenced date/time a sole source contract will be awarded no later than January 14, 2021.
