Description
PRE-SOLICITATION NOTICE This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid.� The intent of this pre-solicitation synopsis is to notify potential offerors of a 100% small business firm-fixed-price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Supply Contract.� The Huntington District, US Army Corps of Engineers anticipates awarding a target of two (2) Indefinite Delivery Indefinite Quantity Contracts for Fabrication and Rehabilitation of Lock and Dam Structural Operating Equipment for the Huntington District of the U.S. Army Corps of Engineers and other Districts within the Great Lakes and Ohio River Division.� Geographical boundaries for the Great Lakes and Ohio River Division include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts.� Contract period will be for a base period of one year with a provision for four (4) one-year option periods Total contract amount will not exceed $49 million, with shared capacity amongst all contracts. The work to be performed under this contract consists of furnishing all labor, equipment, and supervision necessary to fabricate and/or rehabilitate Huntington District structural operating equipment. The work required consists of providing rehabilitation work that may include; but is not limited to welding structural cracks and defects, replacing bushings, machining shafts and bushings, installing sleeves on shafts, sandblasting to white metal, painting, replacing bolts on rubber seals. The fabrication work may include, but is not limited to welding members together, fabricating items in accordance with drawings and specifications, cutting and drilling rubber seals, bolting members together, sandblasting and painting. The fabricating plant and fabricator must be certified under the AISC (American Institute of Steel Construction) Quality Certification Program, with one of the following certifications and with a Fracture Critical Endorsement (F), Category CBR: Major Bridge Fabrication, IBR: Certified Bridge Fabricator - Intermediate, ABR: Certified Bridge Fabricator -Advanced or HYD: Certified Hydraulic Fabricator at time of bid. The fabricator or fabrication plant must possess five 5 years documented experience on projects of similar scope. Similar scope means projects of similar size and similar amounts of welding and detail types. A seed task order will be awarded as a result of this solicitation. The seed project is for Fabrication of Needle Dam Panels �A� and End Closures for Winfield Locks and Dam in Eleanor, WV. This project consists of the fabrication, assembly, and delivery of two ""A""needle dam panels and appurtenant items, and needle dam end closure systems and appurtenant items as specified. Proposals for seed task order will be included with proposals for IDIQ Contract. NO HARDCOPY RESPONSES WILL BE ACCEPTED.� ALL RESPONSES WILL BE ELECTRONIC.
