Description
The CO FTNP MEVE 100(1), Cliff Palace and Mesa Top Loop Roads Project is located in Mesa Verde National Park, between Cortez, CO (10.3 miles east) and Durango, CO (35.6 miles west). The route is part of the National Park Roadway System (NPS). This roadway system provides access for commercial, commuter and recreational users. The route is categorized as a rural arterial located in mountainous terrain at an elevation over 8,000 feet above sea level. The current roadway alignment contains several substandard roadway conditions that result in unsafe driving conditions. These include drop-offs, substandard horizontal curves, poor sight-distance and minimal to no rockfall catchment. With its steep grade, winding curves, and narrow lanes with minimal shoulders, the Mesa Top and Cliff Palace loops are constricted segments of roadway in the Park. There is a concern for large-size vehicles, such as recreational vehicles towing campers, and semi-trailers meeting in opposing narrow lanes or on tight curves. Additionally, the steep grades and poor sight distance suitable to provide safe travel for passenger vehicles, commercial buses, and recreational vehicles through the one-way roadway loops. The purpose of the project is to increase safety, maintain economic development, reduce maintenance and operating costs, enhance recreational travel and driver experience as well as preserve the existing transportation system. This project will improve roadway safety by addressing multiple substandard roadway conditions, including improving sight-distance, rock-fall catchment, clear zone, shoulder, and curve widening. This project includes the following elements: Schedule A: Cliff Palace Loop 4.70 miles of reconstruction of roadway Option W: Mesa Top Loop 4.23 miles of reconstruction of roadway Option X: Entrance Round-About Option Y: Park Maintenance Road Culverts Option Z: Rockfall and Road repair This will be solicited as a full and open competition. The estimated total cost is between $10,000,000 and $14,000,000.
