- PRESOLICITATION DESCRIPTION: Contractor shall provide all labor, equipment, tools and materials to support construction of a new stand-alone, 2-story, approximately 16.5 KSF Center for Rehabilitative Services, as required by approved plans and specifications, to provide improved access to rehabilitative program services for the disabled Veteran and associated parking improvements at the William Jennings Bryan Dorn VA Medical Center, located in Columbia, SC. The project will construct a new facility in the northwest area of the existing VA Medical Center campus. The VA Medical Center will be occupied and fully operational throughout the project. The Contractor shall ensure that there are no interruptions in any utility services and that all outages are scheduled, approved and coordinated prior to the outages. Facility operations shall not be hindered or adversely impacted by construction activities. All work shall meet NFPA/Life Safety Code criteria and comply will all applicable building codes. Due to the sensitivity of the occupancy of the VA Medical Center, care shall be taken in the selection of construction methods and activities to limit noise and vibration during construction.. CONSTRUCTION MAGNITUDE: The Magnitude for this project is between $5,000,000 and $10,000,000. NAICS: The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. Size Limitation is $39.5M. TYPE OF SET-ASIDE: This is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside . The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 22 January 2021. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. The approximate due date for proposals is 22 Feb 2021 at 2:00 p.m, (EST). SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at https://beta.sam.gov/. Paper copies of the solicitation will not be issued. Telephone and Fax�requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be�viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors�are required to register at the https://beta.sam.gov/. Amendments, if/when issued, will be posted to the above�referenced website for electronic downloading. This will be the only method of distributing amendments prior to�closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the�solicitation. REGISTRATIONS: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in�the SAM database at http://www.sam.gov to be eligible for a Government contract award. If at the time of award an�Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to�the next prospective Offeror.
