- **This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, statement of work, Instructions to Offerors, and the Evaluation Factors/Basis for Award.** ANTICIPATED PROJECT TITLE:�Army Family Housing Right Sizing and Renovations Smith Barracks, Baumholder, Germany AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) NAICS: 236220, Commercial and Institutional Building Construction PLACE OF PERFORMANCE: Baumholder, Germany SOLICITATION NUMBER: W912GB21R0011 PROJECT DESCRIPTION:�The U.S. Army Corps of Engineers (USACE) Europe District intends to issue a Request for Proposal (RFP) W912GB21R0011�for a Design- Build renovation of�thirteen 1950s era, four-story stairwell apartment buildings on Smith Barracks in Baumholder, Germany. The renovations will reconfigure the existing facilities to combine and right-size 184 existing Army Family Housing (AFH) dwelling units (DU) and bring them in line with AFH standards for DU square footage. The objective of the renovations is to achieve the AFH program objective to accomplish a Whole Neighborhood Revitalization (WNR) on Smith Barracks. The project is supported by the results of the European Infrastructure Consolidation (EIC) report, confirming that Baumholder is an enduring installation. TYPE OF CONTRACT:�The USACE NAU anticipates soliciting and awarding a single stand-alone Design-Build (DB) Firm-Fixed Price (FFP) contract for the construction of the Army Family Housing at Baumholder, Germany. The contract duration�is anticipated to be 1093 calendar days after the Contractor receives the Notice to Proceed. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. SELECTION PROCESS: This is a two-phase procurement. The proposals will be evaluated using a Best Value Trade-Off source selection process, resulting in a Firm-Fixed-Price contract award to a single offeror who demonstrates the best value to the Government, considering all non-price (technical) and price factors. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Prime Contractor Past Performance, Technical, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be determined to be in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000, in accordance with DFARS 236.204. SITE VISIT/PRE-PROPOSAL CONFERENCE: The solicitation will provide further information on the Site Visit and Pre-Proposal Conference.
