- Combined Synopsis/Solicitation For Brand Name or Equal Promochrom SPE-03 Solid Phase Extraction Unit This is a Combined Synopsis/Solicitation for commercial items and prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation document will not be issued. This combined synopsis/solicitation is being issued using Far Part 13 Simplified Acquisition Procedures. Solicitation Number 68HE0421Q0003 is being issued as a request for quote (RFQ). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a quote. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-02 and are available in full text through Internet access at http://www.acquisition.gov/far. Local Clauses EPA-L-15-104 ELECTRONIC SUBMISSION OF PROPOSALS/BIDS/ OFFERS/QUOTES Proposals shall be submitted via the FedConnect� Response Center no later than the close of business 4:30pm Eastern Standard Time Monday, January 11, 2021. Proposals submitted via the FedConnect� Message Center or via email MAY NOT BE EVALUATED. All responsible offerors that can offer the described item and can meet the �brand name or equal� technical specifications may submit a quote which shall be considered by the agency. This requirement is a total set-aside for small businesses, Open Market procurement. U.S. EPA, Region 4, Laboratory Services and Applied Sciences Division. The United States Environmental Protection Agency, Region 4, intends to award a Firm Fixed Price (FFP) Purchase Order with a delivery of 10 days after award. The North American Industry Classification System (NAICS) code is 334516 � The small business size standard is 1,000 employees. The product service code is 6640 ""Laboratory Equipment and Supplies.� This combined synopsis/solicitation is for the purchase of the following commercial item: Promochrom SPE-03 Solid Phase Extraction Unit., �Brand Name or Equal.� Any firm that does not meet the capability and size standard under this NAICS code should not submit a response. Prospective awardees shall be registered with the System for Award Management (SAM ) at http://www.sam.gov prior to award and through final payment and must complete the Online Representations and Certifications Application (ORCA) at http://www.sam.gov prior to award and through final payment. A purchase order will not be awarded until SAM registration has been completed. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using a Lowest Price Technically Acceptable (LPTA) approach; the Government will award to the lowest priced offeror that is determined technically acceptable. The Promochrom SPE-03 Solid Phase Extraction unit contains the following unique specifications, which are necessary to meet the requirements of the approved EPA method ( EPA 537.1) for extraction of drinking water samples for analysis of Per- and Polyfluorinated Alkyl Substances ( PFAS): The system must be a fully automated system that performs the Solid Phase Extraction method for the determination of selected per- and polyfluorinated alkyl substances in drinking water and must be capable of meeting the requirements for low-background, accuracy and precision for reagent water and drinking water (EPA Method 537.1 Sections 9.2.2, 9.2.3 and 9.2.4) for the compounds listed in the summary table of Section 1.1 of EPA Method 537.1.
