Sources Sought Notice 80NSSC21Q0016 � National Instruments NASA/NSSC is hereby soliciting information from potential sources for: NASA engineers and scientists currently leverage National Instruments (NI) hardware, software, and maintenance to support multiple programs and projects throughout the Agency from design to production. There is a significant installed base of NI software and hardware products in use throughout the agency�s multiple centers. NI�s platform of graphical system design and modular hardware satisfies NASA engineering and scientific test and measurement requirements for nonhardware-centric user interfaces while providing the ability to create customized, flexible and scalable solutions for their applications. The National Aeronautics and Space Administration (NASA) Shared Services Center (NSSC) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a consolidated ordering agreement for National Instruments (NI) hardware, software, and maintenance.� The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. The purpose of this sources sought is twofold: To identify NI resellers who offer the products and services NASA has historically used. To determine if there are alternative platforms from other manufacturers out there that NASA should consider for its requirements. No solicitation exists; therefore, do not request a copy of the solicitation. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 15 pages indicating the ability to perform all aspects of the effort. This requirement is for commercial items as definied in FAR 2.101. Attached is a listing of the potential NI products and services platform in which NASA is seeking sources, this list is not limited to additional NI product offerings currently available: National Instruments Bill of Materials. Please submit your sources sought response in accordance with the following instructions: 1) No more than 15 pages (excluding transmittal page and bill of materials).� Include the name, email address and phone number of the appropriate representative of your company; 2) Address the content in the National Instruments Bill of Materials; 3) Submit your response via email to Caitlin.M.Poulton@nasa.gov and Desiree.L.Vogt@nasa.gov by the response date in beta.sam.gov; 4) Mark your response as �Proprietary Information� if the information is considered business sensitive. 5) Documentation that your company is authorized to sell NI products and services and a list of all products and services that your company is authorized to sell or information that indicates your proposed alternative products and services are equal to NI products and services in terms of form, fit, function and any other pertinent salient characteristics.� The Government will only review a Bill of Materials attachment, that are in excess of the 15 page limitation.� The Government will not review any other information or attachments included.� In response to the sources sought RFI, interested contractors shall submit the following information: Company Information/Socio-Economic Status � Provide business name, address, Data Universal Numbering Systems (DUNS) Number, Commercial and Government Entity (CAGE) Code, and the POC information (name, email address and telephone).� Provide business size under NAICS 541512 Computer Systems Design Services.� Please identify and explain any other NAICS code your company believes would better represent the predominate work included in the attached product listing. Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status for the aforementioned NAICS code, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If requirement is available through GSA, SEWP or another Government-wide vehicle open to the NSSC (FSS, GWAC, BPA, IDIQ, etc.); include the contract number associated with the vehicle. Background/Past Experience � Describe your organization�s experience providing the requirement set forth in the National Instruments Bill of Materials.� Provide a short description of your experience in providing the hardware, software and maintenance products and services deliver the requirement The name, address, and value of each project The name, organization, telephone and address of the owner of each project A description of each project, including difficulties and succes Capabilities/Qualifications � Overview of proposed solution(s). Include a description of the capabilities/qualifications/skills your company possesses for each of the below statements:� �������� Assessment of capabilities to perform requirements noted in the sources sought. Assessment of the types of changes required to accomplish the goals. Approach to be utilized to develop necessary changes to meet the organizational goals All responses shall be submitted electronically via email to Caitlin.M.Poulton@nasa.gov and Desiree.L.Vogt@nasa.gov no later than 01/19/2021 at 8:00 AM CT. �Please reference �80NSSC21Q0016 � National Instruments� in any response.� This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.� Respondents will not be notified of the results of the evaluation.� Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
