- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center, Aircraft Division, Lakehurst, NJ (NAWCADLKE) is requesting information pertaining to a unit that can provide MIL-PRF-6081 Grade 1010N preservative in Level II aircraft engine fuel cell/fuel system preservation operations.� � NAWCADLKE is seeking information from industry regarding a Level II Preservation Unit.� The Level II Preservation Unit (a.k.a. �the unit� or L2PU) will be utilized as aircraft common support equipment specifically to fill and drain aircraft fuel cells/tanks individually in order to fully coat all surfaces with MIL-PRF-6081 Grade 1010N preservative in accordance with NAVAIR 15-01-500 procedures. Specifically, NAVAIR 15-01-500 stipulates that a drained aircraft fuel system shall be flushed with 1010N preservative to the maximum permissible level, while operating fuel transfer systems, boost pumps, valves, in such a manner that all systems are thoroughly coated with oil.� Flushing is followed by complete drainage of tanks with fuel metering devices, engine driven pumps and lines left full of oil. Cleaning, purging, and preservation of fuel cells shall be in accordance with NAVAIR 01-1A-35.� The following details are requested: 1) A general description of your unit. 2) A description of your approach and/or drawing and/or schematic to address the following key design requirements:� � � The L2PU shall be a mobile cart or towable trailer. � The L2PU shall have the ability to coat all fuel system/fuel cell surfaces with MIL-PRF-6081 Grade 1010N preservative. � The L2PU shall have a minimum of 2300 gallon and a maximum of 2500 gallon capacity. � The L2PU shall have a pump and system plumbing that can deliver 100 GPM (Min) at 55 PSI at the servicing nozzle, in order to pre-check the aircraft�s fuel system. �Any design not utilizing a centrifugal pump will require additional justification as to its suitability. � The L2PU shall have low volume protection/sensing to prevent pump cavitation/damage. � The L2PU shall have pressure relief provisions to prevent the aircraft�s fuel system from becoming over-pressurized.� � The L2PU shall have a delivery hose with an inner diameter of 1.5 inches. � Filtration on the L2PU shall be a minimum 5-micron filtration for both suction and discharge sides.� Filter elements shall have �absolute� ratings rather than �nominal� ratings. � The L2PU shall have a sampling point either directly downstream of the filters or at the end of the servicing hose. � The L2PU shall have internal circulation capability that doesn�t involve opening the top of the tank and inserting the servicing hose.� The design should allow for internal circulation without the need for opening the system and exposing it to outside contamination sources.� � The L2PU shall have drains at all low points. � It is desirable that the L2PU have an integrated flow meter, pressure and volume gauges. � The L2PU shall have temperature sensing in order to constantly monitor fluid temperature.� � The L2PU shall allow for pumping from 55-gallon drums to fill the tank and not require filling of the tank through a manway on the top of the tank. � The L2PU shall have standard D-3 fueling nozzle with HEPR set to relieve at 55 PSI � The L2PU shall have standard gravity fueling nozzle for filling gravity systems or dispensing oil to other receptacles. � The L2PU shall have emergency stop provisions in the event of a rupture. � The L2PU shall have overfill protection/warning system to prevent spillage. � The L2PU shall have double wall tank construction. 3) Provide information about your company / organization including: a brief description of your company / organization, small / large business status, 8A status, hub-zone status, veteran owned status, and any past or present Small Business Innovative Research (SBIR) awards related to your preservation units. 4) Provide all product datasheets. 5) Provide any additional information we should consider in this RFI. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
