Description
INTENT TO SOLE SOURCE:� N00174-21-SIMACQ-D2-0001 Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to award a firm fixed-price sole source procurement with REMI GROUP LLC, 6325 Ardrey Kell Rd, STE 200, Charlotte, NC 28277 to provide: STATEMENT OF WORK: MAINTENANCE OF ANALYTICAL INSTRUMENTS/EQUIPMENT Naval Surface Warfare Center Indian Head Division SCOPE The Naval Surface Warfare Center Indian Head Division (NSWC IHD) has a requirement for the maintenance service and support plan for the following analytical instruments/equipment located at NSWC IHD, Indian Head, Maryland: Instrument Manufacturer Model Component DI Water Millipore Direct Q 3 UV System FTIR Thermo Scientific Nicolet iS10 System Raman Thermo Scientific DXR Microscope DSC TA Instruments Q20 System TA Instruments Refrigerated Cooling System Cooling Unit TGA TA Instruments Q500 System XRD Rigaku Miniflex II System Water Circulator Haskris WA1 Water Circulator IC Dionex IC-6000 AS-AP (Autosampler) Dionex IC-6000 Detector Dionex IC-6000 Pump Dionex IC-6000 Eluent Generator FTIR Thermo Scientific iS50 FT-IR System Raman Thermo Scientific iS50 RAMAN System DESCRIPTION OF SERVICES The Contractor shall provide maintenance support consisting of preventative maintenance checks, remedial maintenance, and replacement parts/materials necessary to maintain the instruments/equipment listed above in the building/areas as defined in this SOW at NSWC IHD. This service shall also include unlimited repair visits, the labor and travel of the engineer/technician, unlimited technical support inquires (via telephone or email), and software updates. The Contractor shall perform to industry standards with maximum use of currently installed[GMFCNIC01]�, in accordance with the original equipment manufacturer (OEM) procedures while mitigating unscheduled downtime. All work completed on any of the instruments/equipment listed above shall be completed by an engineer/technician who is authorized by the manufacturer of each instrument/equipment. All residues shall be removed and the work site cleaned at the completion of the task. Standard industry practices for maintenance of each instrument/equipment shall apply. PERFORMANCE/PREVENTATIVE MAINTENANCE CHECKS The Contractor shall perform performance checks and preventative maintenance (PM) in accordance with the original equipment manufacturer (OEM) procedures to assure continued uptime and reliability. The hardware of each instrument/equipment shall be thoroughly cleaned (including interior), inspected, and calibrated including the replacement of worn items when required. The Contractor shall also complete visual and operational checks of all components, lubrications, engineering change notices; check, adjust, repair, replace electrical components/controls; and test equipment for proper operations in accordance with the OEMs procedures. The Government Point of Contact (below) shall be informed of required software and firmware upgrades as prior approval must be received for installation. Instruments/equipment shall be maintained in accordance with the manufacturer�s specification by factory trained engineers/technicians. All parts used in the repair of equipment must be OEM equipment or equivalent. The Contractor is not required to replace parts for aesthetic purposes. The Contractor shall provide all parts in support of all defective parts and materials to be replaced as needed ensuring instruments are fully functional. The initial check shall be scheduled after contract award and shall be conducted annually thereafter. The Contractor shall coordinate with the Government Point of Contact at least 14 working days prior to schedule check/PMI. All work shall be performed between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday, excluding Federal holidays. Work performed shall include maintenance where needed to keep the instruments/equipment in good operating condition. The Government Point of Contact shall be provided a report/summary of the performance maintenance and the calibration results for instrument/equipment. A sticker must be placed on the instruments indicating the PM/calibration was completed; date completed, and date due. If there is not adequate space on the instrument to display the aforementioned information, this information must be included in the report/summary provided to the Government Point of Contact per ISO 17025. REMEDIAL MAINTENANCE The Contractor shall provide remedial maintenance and repair upon notification that the instrument/equipment is inoperable. Remedial maintenance parts, consumables, and supplies shall be covered by this contract. The Contractor shall respond within 14 working days after notification by the Government Point of Contact to schedule an onsite visit/repair. Instruments/equipment shall be repaired in accordance with the manufacturer�s specification by factory trained engineers/technicians. All parts used in the repair of equipment must be OEM equipment or equivalent. Instrument/equipment shall be fully operational and serviceable after completion of each service call. If a subsequent visit is required to complete the repair, the Contractor must communicate this need to the Government Point of Contact. Prior to leaving the area, the Contractor shall demonstrate to the Government Point of Contact or designee that the equipment is operational. All remedial maintenance and repairs shall carry the standard commercial warranty from the time of repair. REPLACEMENT PARTS AND MATERIALS The Contractor shall use OEM parts or equivalent in making repairs and completing checks. Replacement of Spare Parts:�� The Contractor shall provide all materials needed to accomplish maintenance and repairs on the above listed instrument/equipment in support of performance maintenance checks, preventative maintenance checks, and remedial maintenance. Disposal of Replaced Parts:�� Non-consumable parts that have been removed from the instrument/equipment and replaced are the property of the Government. The Contractor shall dispose of non-consumable parts removed from the instrument/equipment after receiving approval for disposal from the Government Point of Contact or designated user. The Contractor shall dispose of consumable parts, such as gaskets and filters, in accordance with applicable Municipal, State, and Federal Regulations. Coverage shall include all integral parts of the listed instruments/equipment, including furnaces, DSC cells, ovens, lasers, power supplies, circuit boards, vacuum pumps, laps, seals/o-rings, pumps, firmware, capillary tubes, gear trains/motors, autosamplers, sources, fans/cooling systems, etc. EXCLUSIONS Maintenance service under this contract shall not include utility changes external to the instrument/equipment disconnect switch. SCHEDULING OF SERVICES The Contractor shall coordinate with the Government Point of Contact at least 10[GMFCNIC02]� working days prior to performing onsite service requests to ensure that base access passes have been established for the engineers/technicians. All work shall be performed between the hours of 9:00 am and 4:00 pm, Monday through Friday, excluding Federal holidays. After maintenance and repairs have been completed, a designated user will certify that the instrument/equipment is performing satisfactorily and sign the service call ticket. Any disputes between the maintenance engineer/technician and the designated user regarding satisfactory performance will be immediately referred to the Contracting Officer. All maintenance shall carry the standard commercial warranty effective from the date the maintenance was performed. ACTIVITY SUMMARY Contractor shall provide the Government with a report, Contract Data Requirements List (CDRL) A001 that details the maintenance accomplished. The report shall be submitted annually by electronic submission to the Government Point of Contact.
