- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following items listed below. The associated NAICS code for this is 334516. The vendor will be Advanced Instruments, Two Technology Way, Norwood, MA 02062. Description of equipment requirements: The requirement is for the following Osmometer and supporting equipment: Qty:2 Osmo1 (Advanced Model Osmo1 Single sample Osmometer) Qty:2 ITV Osmo1 (Instrument Installation, Training and Validation Services -Osmo) Qty:2 SKC-Osmo1 (Osmo1 Convenience Kit, Microsample Test Kit Tips/Cleaners/Plunger Wire, Calibration Standard 50 mOsm-2 mL Ampule pkg 10, Reference Solution Clinitrol 290 2mL Ampule pkg 10, Calibration Standard 850 mOsm -2mL Ampule pkg 10, Calibration Standard 2000 mOsm-2mL Ampule pkg 10, Paper Printer Thermal pkg 5 Rolls, Control Protinol 3 Levels 3mL Vial pkg 9, Control Renol 2 Level Urine Osmolality 3mL Vial pkg 8) A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. Erik Fallo Contract Specialist Erik.Fallo@va.gov DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-21-AP-1213 Contracting Activity: Department of Veterans Affairs, VISN 10, Cincinnati VA Medical Center, 3200 Vine Street, Cincinnati, OH 45220 2237: 539-21-2-4009-0189 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: OSMOMETER Estimated amount: $55,337.60 Advanced Osmometer is used to precisely determine the concentration of colligative particles in solutions by means of freezing point measurement. This instrument can routinely determine differences of 1 mOsm/kg H2O. Osmolality determinations alone or in combination with electrolyte and biochemical tests, are a valuable aid in diagnosing and treating various fluid, electrolyte, renal, endocrine and metabolic disorders. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The request for the osmometer from Advanced Instruments comes from the ability to meet the needs of our service. The advanced osmometer is the only osmometer that is known to be interfaceable with data innovations and ultimately Cerner. The AI osmometer also provides a limited data backup, along with the ability to add an optional printer for downtime use. In a review of CAP proficiency testing, 711 of 807 instruments surveyed are advanced instrument osmometers. With that, two of three of the other platforms surveyed are not available (not supported or not available in the US). Advanced instruments is the gold standard for osmometry testing (freezing point depression) and most of the reagents used from the old platform will be usable with the new platform. Description of market research conducted and results or statement why it was not conducted: FPDS, GSA, VIP and NAC were searched for the requirement. These searches resulted in several findings. Reached out to Advanced Instruments for a list of SD/VOSB vendors that can distribute their products. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
