Description
TITLE: F2MTRP0344AW02, Sole Source Acquisition for MaxSim Tower Simulation System (TSS) The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Adacel Systems, Inc. The required item to be purchased is: one (1) MaxSim Tower Simulation System (TSS) This procurement will be for the purchase of: one (1) MaxSim Tower Simulation System, to include: System console and furniture MaxSim FX-2.8.2 Five 55� Ultra-thin bezel LCD visual system Insight Visual Software Lexix Voice Recognition USAF Models Fleet and VDB Library STARS Keyboards Light Gun Sound System To include delivery, setup, and installation APPLICABILITY OF AUTHORITY:� Adacel's TSS is the primary ATC training platform currently used by the United States Air Force, United States Army, the Federal Aviation Administration and the United States Navy and Marine Corps. Adacel's TSS is currently utilized by Air Force's ATC School at Keesler AFB, as well as three locations on Pope Army Airfield. 352 Special Warfare Training Squadron contains one of the three TSS' on Pope Army Airfield for their ATC School. Adacel Systems, Inc. (""Adacel"") has exclusive rights to the MaxSim software currently being used in the Air Force's inventory of TSS'. More specifically MaxSim TSS contains site specific 3D visual airfield databases that are only compatible with the proprietary MaxSim software. All 3D databases, playing areas and scenarios would need to be recreated and concurrency maintained with existing systems. A separate engineering contract would be needed to ensure that software on the new system accurately reflects the operational equipment and maintain compliance with Information Assurance directives. Additionally, the Air Force currently has an Enterprise-Wide Contract for maintenance, servicing and relocations of existing TSS systems. Awarding to another manufacturer or company would result in a substantial duplication of costs and hinder the proficiency and training of personnel. This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
