- This is a combined synopsis/solicitation for commercial items or services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70Z04021Q60730Y00 applies and is used as a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. Vendors must have direct experience in performing spray foam insulation on military or commercial vessels and must provide past performance or proof of experience with performing said work. Failure to provide proof of past performance of direct experience will result in quote not being considered. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order.�All quotes shall be emailed to chad.a.yearwood@uscg.mil no later than 01/14/2021 at 0900hrs EST and shall have RFQ# 70Z04021Q60730Y00 listed in the subject of the email. STATEMENT OF WORK FOR INSULATION OVERHEAD INSTALLATION IN AIR CASTLES 1.�� GENERAL REQUIREMENTS: The work consists of providing all labor, materials and equipment as required to install Spray Foam in the Port and Starboard Air Castles between Frames 57-77 onboard CGC�WALNUT at USCG YARD, Baltimore, MD. 2.�� COMMENCEMENT AND COMPLETION OF WORK: Upon acceptance the contractor shall begin work on a date to be determined after award and shall be completed in 10 days. All work to be performed during evening operating hours of the CG Yard. Evening Hours are from 1600-0600. 3. SCOPE OF WORK: The Contractor is required to apply 3� layer of spray foam over existing spray foam on all overhead surfaces port and starboard as stated in this statement of work using drawing 225-WLB-635-001 (attached), Detail 6A as a reference for installation and coat the insulation with an eco-mastic adhesive and fiberglass cloth. The contractor is to provide all spray foam, mastic, fiberglass cloth and containment materials for installation. If heaters are necessary to heat the work space the contractor is responsible to provide heaters. �The contractor is required to construct adequate containment on the Port and Starboard sides of the vessel and maintain this containment throughout the length of the work. The non-skid deck shall be covered at all times to prevent any damage from occuring. The contractor is responsible for removing and disposing of the containment. The Spray Foam is to be applied to a thickness of 3� not to interfere with equipment mounted below the overhead and to a thickness to achieve an even appearance. This will cover all overhead surfaces of the Port and Starboard Air Castles between Frames 57 and 77. After installation, the contractor is required cover the newly applied spray foam insulation with a fiberglass cloth. The contractor must provide workers that are experienced and capable of working in a shipyard environment. All work will be inspected by the Ship Superintendant or his/her alternate for satisfactory job completion. If Crane Services are required to lift material on and off the vessel the contractor shall make proper arrangement with the Ship Superintendant to ensure all material handling services can be lined up prior to start of shift. SAFETY The contractor must follow 29 CFR 1915 Occupational. Safety and Health Standards for Shipyard Employment.� The following are some of the hazards associated with working on the CG YARD; marine coatings, cranes, openings in decks, confined spaces, hotwork and flammable liquids.� The contractor is required to provide all Personal Protective Equipment for their employees. The contractor is responsible for providing any safety training and enforcement official�s evidence of required safety training.�� � ENVIRONMENTAL The CG YARD has a certified Environmental Management System (EMS)(ISO 14001), as such the EMS applies to contractors conducting work on the facility.� The CG YARD has air, water discharge and oil operation permits. Any Contractor violations may be punishable by fines.
