Description
NOTE: Per the most recent Product Service Code (PSC) Manual, as of October 31, 2020, the PSC that will be used for this contract is AJ46, not AJ11. Scope The Navy Geothermal Program Office (GPO), EXWC PW68, at the Naval Air Weapons Station (NAWS) China Lake requires comprehensive steam tracer mass flow rate analyses of the Coso geothermal field. �This contract will be defined as a base year contract, along with four option years. �The Contractor shall provide findings twice per calendar year to the Government for each year of the contract. Key Personnel� The government considers the following personnel as key personnel:� Subject Matter Expert (SME).� The contractor shall provide an SME who shall be responsible for the performance of the work. Geothermal Geochemist-SME with a Bachelor�s degree and at least five years of experience working on the geochemistry of two phase volcanic geothermal systems. Must have prior knowledge of liquid and steam geochemistry and steam flow through geothermal infrastructure. Field Technician with at least 2 years of experience tracing steam within an actively producing geothermal field through a pipeline with varying flow rates. Technical Requirements Steam Flow Rate Verification The GPO requires steam tracer mass flow rate measurements at the Coso geothermal field. �These measurements will provide independent verification of steam flow rates for steam quantities transferred between projects at the Coso geothermal field. �The Contractor shall collect steam flow samples at the Coso geothermal sites defined in the following section twice annually (Spring and Fall) and run the analysis for each sample collected at a qualified laboratory. �The Contractor shall provide a health and safety plan prior to traveling into the field to collect samples. Once the analysis is completed, results will be sent to the Navy Geothermal Program Office. The Contractor shall perform measurements/sample collection at the Coso geothermal field at three sample sites (Navy I to Navy II, BLM North to Navy I, and Navy II to BLM), and each location will have 2 different collection times during the sample collection (duration, less than one day), and twice per year for a total of 12 tests run per year. �The work will be ordered twice per year, spring and before the end of September, by the Government with the first two sampling collections to be conducted during 2021. �The subsequent option years are option year one 2022, option year two 2023, option year three 2024, and option year four 2025, each with sampling to occur two times per calendar year. Under this contract the Contractor shall be responsible for completion of the two task requirements defined in the following sections. On-Site Field Sample Collection The Contractor shall introduce a vapor-phase tracer into the steam line, and collect a set of three steam samples from the �down-stream� collection point for each sample location (Navy I to Navy II, BLM North to Navy I, and Navy II to BLM). �Samples will be collected over an interval of twenty minutes at each of the steam transfer locations. �The Contractor will also collect the measured steam flow rate values for each site from the Coso DCS system for the corresponding time intervals of the vapor-phase sample collection time periods to be verified with the field measured and analyzed data that the Contractor has provided in the final analysis results. Laboratory Sample Analysis The steam mass flow rates in KPH (thousand pounds per hour) analyzed for each sample collected at each site is compiled into the final analysis results and sent to the GPO within 30 days after sample collection. Deliverables Steam Flow Verification The period of performance for this task will be from the date of award through 2025, including option periods The Contractor conduct two site visits each year to perform required work. The Contractor shall deliver by email, the analysis results of the steam mass flow rates report in �pdf� format, 30 days after the Spring sample collection and laboratory analysis, and 30 days after the Fall (before September 30) sample collection and laboratory analysis.
