Description
Request for Information The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) Mechanicsburg Contracting Office is performing market research on behalf of the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) Program Management Office to identify industry sources capable of performing hardware and/or software refresh for the OIS infrastructure to reduce extended support requirements and maintain an acceptable Cybersecurity post. Background The NAVSUP OIS utilizes �state-of-the-art� web-based logistical and inventory management tools, as well as maintains a global presence of ordnance logistics experts to provide front line support and training to our Warfare Enterprise customers. OIS provides critical �real time� worldwide ordnance visibility. OIS not only improves and simplifies the day-to-day ordnance inventory management; it also gives our warfighters in the Fleet and on the front lines a critical tool to help them prevail in combat.�� Description of Services The NAVSUP Ordnance Information System (OIS) hardware infrastructure and corresponding system level software applications are significantly aged.� OIS needs to execute a plan to perform a hardware and/or software refresh for the OIS infrastructure to reduce extended support requirements and maintain an acceptable Cybersecurity posture.� The refresh should take into account minimal budgetary resources and should minimize disruption and impact to the OIS end users and stakeholders.� A hardware list, software list, and architecture diagram is being provided as reference for this task. Specific Information The Government is requesting industry feedback in the following areas: Staffing Approach Identification of personnel (by labor category) required to complete the task Identification of the corresponding number of hours for each labor category noted Technical approach Description of the steps to be accomplished in completing the task Discussion of the supporting rationales and any assumptions made in formulating the approach Risk analysis/assessment Roadmap/timeline or project plan Program and customer engagement/collaboration plan Sustainment Transition Plan that includes knowledge transfer, skills requirement and recommended training Suggested Contract Vehicle � SeaPort NxG Vendor size status Suggested NAICS Any other feedback vendors are willing to provide Request for Statements of Capability (SOC): Interested parties who believe they have the capability to perform as a prime contractor in support of this effort must submit a Statement of Technical Capabilities (SOC), by 27 January 2021 that includes the following information: General Information - Personnel/Size Standard, Company Name, Mailing Address, Point of Contact and Telephone Numbers, Business Size Classification (NAICS Code is 541519 � Other Computer Related Services), Small or Other than Small Business, and experience-specific work previously performed relevant to this effort. Technical Capabilities - The SOC must address relevant experience and demonstrate the ability to provide the required services, as mentioned in the �Description of Services� section. Additional Information �SOC must conform to 8.5 X 11-inch pages, with font no smaller than 12-point, 1 inch margins (left, right, top and bottom), and it shall not exceed ten pages. The SOCs must be submitted by 27 January 2021, 12:00 p.m. Eastern Time. Submit an electronic copy of the SOC via email to LCDR Macdonald Laryea at macdonald.a.laryea1@navy.mil. Oral communications are not acceptable in response to this notice. The SOC will be evaluated solely for the purpose of determining the respondent�s ability to meet the government�s requirements and schedule as described above. A determination not to compete this proposed effort on a full and open competition basis is based upon responses to this notice and is solely within the discretion of the Government. The Government will use the SOC to help determine the interest and ability of qualified sources in the marketplace. This announcement is for information and planning purposes only. �It does not constitute a RFP and is not to be construed as a commitment by the Government. The Government will not pay any cost associated with the submittal of information solicited herein. The SOC and all related communications that contain proprietary information should be marked as such. Small Business Consideration: Small Business firms with the capability to perform this requirement are encouraged to participate. The anticipated North American Industry Classification System (NAICS) code for this effort is 541519 � Other Computer Related Services. The anticipated small business size standard is $27.5M. If you are interested only in subcontracting opportunities, please indicate clearly in your submission. Participation from small and small disadvantaged businesses is highly encouraged. Small Businesses must submit their responses to the Contract Specialist/LCDR Macdonald Laryea at macdonald.a.laryea1@navy.mil. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
