Description

The U.S. Marshals Service (USMS)/ Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award a sole source purchase order under Simplified Acquisition Procedures (FAR Part 13) to Pan Am International Flight Academy. This requirement is for Pilot-In-Command (PIC) Initial/Recurrent qualification, PIC landing currency services and a variety of technical courses for USMS pilots operating B737-CL & NG aircraft specifically configured to meet JPATS fleet specifications. It is determined that Pan Am International Flight Academy is the only responsible source and no other supplies or services will satisfy the agency's requirement. The period of performance for this requirement is date of award through 30 September 2021. This Notice of Intent is neither a request for competitive proposals, nor a solicitation of offers. Proposed contract action is for service(s) which the Government intends to solicit only one source. Interested and fully capable parties may identify their interest and capability to respond to the requirement listed above by providing written notification. Written responses to this notice shall contain sufficient documentation to establish legitimate capability to fulfill this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement and is solely within the discretion of the Government. Responses can be submitted to Victor Stamps, Contracting Officer, via email at Victor.J.Stamps@usdoj.gov, no later than Friday, January 22, 2021 11:00 am, (CST). Only written responses will be considered. Telephone requests or inquires will not be accepted. The Government will not be responsible for any costs for producing and e-mailing capability packages.
