- Request for Information to Industry - Manpack Gen 2 Program: This is a Request for Information (RFI) for market research purposes. This is not a Request for Proposal (RFP). This notice is issued solely for informational and planning purposes and it does not constitute a promise to issue an RFP in the future. The Government is not soliciting for proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for the information submitted in response to this RFI or any costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the responder's expense. Content and Instructions: The Government is interested in the availability of industry sources to provide a two-channel radio solution that meets the requirements for Product Manager � Handheld, Manpack, and Small Form Fit (PdM-HMS), supporting the Manpack Gen 2 program. This Request for Information (RFI) is intended to survey the marketplace to identify industry sources capable of delivering state-of-the-art Software Defined Radios (SDRs) that possesses the ability to operate simultaneous voice and data communications.� The Manpack Radio Set is a classified National Security Agency (NSA) Type 1 and capable of operating a multitude of waveforms within the 2-2000 MHz range.� These radio solutions must also be capable of software upgrades to advanced networking waveforms for future capability and security enhancements. � Include in this RFI is the Attachment 1 � Manpack Gen 2 PRD, version 2.1, dated 15 October 2020, which is the Performance Requirement Document (PRD). The PRD defines the technical specifications and outlines the size, weight and power (SWAP) requirements for the Manpack Radio.� The MP Radio Set PRD defines a set of requirements for a Manpack Radio Set and Accessories that provide flexibility and adaptability to support the varied Warfighter mission requirements, whether in Dismounted, Mounted, Tactical Operations Center (TOC) configurations, or in Aviation Operations.� The Threshold requirements in the PRD are indicated by �(t)� at the beginning of each requirements paragraph, starting with paragraph 3. Threshold requirements shall be met or exceeded for the Manpack Radio Set Universal Variant and Accessories as specified in Paragraphs 3 through 10 to remain technically acceptable during the contract ordering period.� Please review the PRD to ensure the radio solution meets all Threshold requirements.� Certain requirements, identified by �(td)�, have been identified by the Government as delayed thresholds for the MP Radio Set. The Government anticipates raising these requirements to the threshold level.� Within the PRD, Appendix D, Delayed Threshold (td) Requirements, contains information on delayed thresholds and when these requirements become Threshold requirements.� Interested sources shall provide a detailed statement regarding their capabilities in meeting the outlined requirements, including a certification in accordance with Paragraph 3 below.� � Included in the Request for Information is Attachment 2, Manpack Compliance and Verification Matrix (CVM).� Using the CVM, interested sources shall provide the tracings and information requested below. Interested sources shall fill out their company name, date, and radio Nomenclature/Part Number. In columns F through W of the Compliance Matrix, interested sources shall indicate compliance with the technical requirement by indicating a �Yes� or �No� for the proposed radio identified by the Nomenclature/Part Number. A response of �Yes� confirms the contractor�s proposed item meets the technical requirement. A response of �No� confirms the contractor�s proposed item does not meet the technical requirement. � � Production delivery capability is important to the Army. �If after reading through the PRD and completing Attachment 2 you feel that you are able to provide a two-channel radio solution that meets or exceeds the PRD thresholds please answer the following questions: Are you willing to loan PdM HMS four (4) two-channel radio solutions, at no cost to the Government, for a two month period in order for the Government to conduct risk reduction lab testing on the equipment? If the answer to question 3a is yes, when is the earliest delivery date of the four (4) radio solutions that can be loaned at no cost for testing? This information will help the Government to better determine the technical maturity and production readiness of the product. In the event that the Government awards a contract or order for equipment, what is your company�s production lead time from the date of award to delivery? Assuming average production work schedule over the last two years; what is your company�s maximum anticipated monthly production rate? Please include your Manufacturing Readiness Level (MRL) and Technology Readiness Level (TRL) in your response.� � Submission Instructions: � Any information considered by the responder to be proprietary shall be clearly marked as proprietary. None of the information provided shall contain any classified material or classification markings. No telephone requests or questions will be accepted. All responses to this RFI shall be only be submitted in writing to Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Contracting Officer, Bradley Phillips, at bradley.a.phillips14.civ@mail.mil.� Responses shall be submitted no later than 1200 PM EST on 22 January 2021. Submissions shall consist of the aforementioned capability statement, completed Compliance and Verification Matrix, and answers to the questions at paragraph 4.� The cover page of your submission shall be labeled clearly with RFI title: �Manpack Gen 2 � Request for Information�, respondent organization, organization POCs (with title and contact information), and company CAGE code.� Your submittal shall not exceed 30 pages (excluding the CVM). All email transmittals shall be contained in a message less than 10MB in size.
