- REQUST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE The Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12, on behalf of the William S. Middleton Memorial VA Hospital in Madison, Wisconsin, is seeking information and potential sources for Mobile Positron Emission Tomography-Computed Tomography (PET/CT) Services. The anticipated period of performance is July 1, 2021 through June 30, 2026. Services will be required on Fridays for a minimum of five (5) hours up to a maximum of eight (8) hours per day, with the first patient arrival at 7:30 a.m. The contractor will not be required to provide services on federal holidays. The estimated number of scans required is 250 the first year slightly increasing each year to 270 scans in the last year. The NAICS for this requirement is 621512 Diagnostic Imaging Centers, which has a small business size standard of $16.5 million. It is the intent of the VA to issue a single award, Indefinite Delivery, Indefinite Quantity contract. This is a Request for Information (RFI) / Sources Sought Notice only. This RFI / Sources Sought Notice will be used to obtain information regarding the provision of Mobile PET/CT Services from potential vendors, identify potential vendors that would be interested and capable of providing Mobile PET/CT Services, and to assist the Contracting Officer in making a set-aside determination. This RFI / Source Sought Notice and any responses are for market research purposes only and shall not be considered an obligation on the part of the Government to acquire any services. This RFI / Source Sought Notice is not a solicitation and no contractual arrangement will be made as a result. Vendors are advised that no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor submission to this RFI / Sources Sought Notice or the Government's use of such information. All costs associated with responding to this RFI / Sources Sought Notice are solely at the responding vendors expense. The Government reserves the right to reject, in whole or in part, any vendor's input resulting from this RFI / Sources Sought Notice. Information submitted in response to this RFI / Sources Sought Notice will not be returned. All submitted information should be UNCLASSIFIED or NON-PROPRIETARY. Vendors are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained with its response. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly marked and clearly identified. By responding to this RFI / Sources Sought Notice, the vendor provides the Government permission to share its submitted capabilities and contact information with other Government organizations in relationship to similar requirements for market research purposes. The Government has compiled and is seeking vendor responses to the questions listed below. Will the vendor provide Mobile PET/CT services in Wisconsin? Does the vendor own, rent, or lease from another company the Mobile Scanner Unit? What is the lead time necessary for the vendor to obtain a Mobile Scanner Unit? Will the vendor prefer to remove the unit weekly or leave the unit on-site when not in use? Does the vendor have liability insurance coverage in its name? Will subcontractors/partners be used for any part of the delivery of Mobile PET/CT services? If yes, specify the duties of the prime contractor and any subcontractors/partners. Are the Technologists employees of the vendor or subcontractors (including independent contractors)? Are any supplies normally provided by the vendor to perform the Mobile PET/CT services? If so, are they provided at an additional cost or is it inclusive? Does the vendor have the ability to dispose of garbage and sharps? Is this at an additional cost or is it inclusive? How many scans typically can be done in an hour, to include set up, draw down, medication/drug waiting time? How has COVID-19 affected this? Does the Mobile PET/CT unit have an independent advanced workstation for post processing and manipulation of the acquired PET/CT images? This workstation should contain a full system of CPU, monitor(s), keyboard, mouse, all software and applicable licenses that the interpreting Radiologist will need to successfully dictate the exam. Software must be capable of image fusion, providing the orthogonal places of the TB to be capable of images alone, the PET images alone and the superimposed PET/CT images and an additional set of non-correct PET images, multimodality display capability, including magnetic resonance imaging, computerized tomography, radiography, ultrasonography etc. If the workstation is located on the truck, is it possible instead for it to be placed within the Radiology department, next to a PACS dictation system for comparison and post processing by the interpreting Radiologist? If the workstation must be located on the truck, would vendor include or lease a second workstation to be placed in the facility for dictation proposes? To be considered complete, responses to this RFI / Sources Sought Notice shall also include the information below. Provide a brief description of the company background, experience in providing Mobile PET/CT Services, socioeconomic status, past performance with Government contracts, and contractor DUNS number. If company is a small business, indicate if able to comply with the Limitations on Subcontracting (13 CFR 125.6), which states that for services a small business concern must agree that it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Include copy of CVE verification from the Veterans Information Pages (VIP) website if claiming Veteran-Owned Small Business or Service-Disabled Veteran-Owned Small Business socioeconomic status as prime contractor or for any subcontractors/partners. Provide a copy of current certificate of liability insurance. Based on the estimated number of scans above, provide an estimate of the cost per scan and provide the breakdown of elements included in that cost, provide an estimated cost per day. If applicable, provide the estimated cost for an additional workstation as described above to be placed in the facility and provide the breakdown of elements included in that cost. All interested parties, REGARDLESS of socioeconomic status, capable of providing the required Mobile PET/CT Services above shall submit a response via email to the Contracting Officer and Contract Specialist, at becky.cincotta@va.gov and timothy.rosenwald@va.gov, respectively, no later than Tuesday, January 19, 2021, at 1:00 p.m. local time.
